The San Bartolomé City Council has approved in a plenary session the exercise of judicial actions in the contentious-administrative route against the Cabildo de Lanzarote due to the lack of approval of the Insular Plan of Works and Services of Municipal Competence corresponding to 2025 and the withdrawal of funds from the Municipal Cooperation Plan that corresponded to the municipality.
The proposal was approved during the ordinary plenary session held on March 25, 2026, with the favorable vote of the absolute majority of the municipal corporation. Subsequently, the agreement was officially transferred to the Cabildo de Lanzarote through a prior request, without the insular institution responding within the established legal deadline, which is why the City Council has decided to proceed with the judicial procedure.
The mayor of San Bartolomé, Isidro Pérez, stated that "we have been forced to go to court to defend resources that belong to all the residents of San Bartolomé and that are essential to continue developing projects and services in the municipality." In this regard, he recalled that "cooperation plans are a legal obligation included in the Cabildos Law and all we are demanding is that current regulations be complied with."
The municipal mayor explained that the City Council claims the amounts withdrawn from the municipality since 2023 and regretted that this situation is directly affecting actions considered strategic for San Bartolomé. "In 2023, the allocation that corresponded to us was withdrawn, and in 2025 the plan was not even approved," he explains.
Likewise, Isidro Pérez added that "there are also different judicial rulings on similar cases that generate jurisprudence regarding this type of litigation and that support the obligation of insular administrations to comply with the legally established municipal cooperation mechanisms." The mayor insisted that "the City Council will defend the interests of San Bartolomé and the citizens' right to have the investments they are entitled to, to the last consequences."
The mayor cited as an example of the consequences of this lack of funding projects such as the paralysis of the municipal gym or the planned work on Arrecife street, a project that was suspended after a request related to hydraulic work was attended to, which ultimately was not carried out. "We have lost important funding for necessary actions for the municipality due to decisions that have ended up directly harming San Bartolomé," he lamented.
The City Council maintains that the Cabildo of Lanzarote legally has the competence of economic, legal, and technical assistance and cooperation with municipalities, as stipulated by the Law Regulating the Bases of Local Regime, the Consolidated Text of the current legal provisions on Local Regime, and the Law of Island Councils.
The municipal government group insists that this legal action is solely in defense of the general interests of the municipality and the need to guarantee essential investments to improve infrastructure, public services, and the quality of life of the citizens.
