As a candidate for the presidency of the Cabildo of Lanzarote and La Graciosa, Oswaldo Betancort has committed to fulfilling the main lines of his political project within a period of 3 years with direct consequences if he fails to do so. To this end, in the heat of the election campaign, and just two days before the polls open this Sunday, May 28, he has decided to sign a Contract with the Citizens of Lanzarote and La Graciosa before a notary.
The signing of this document establishes a contract breach clause by which he would have to leave his position as president of the Island Council if he could not guarantee the following explicit commitments to be carried out within the aforementioned period:
1. Promote the approval of the Third Sector Law, which guarantees the provision of social services by public utility entities, that is, companies with high qualifications and recognition by the entire society of Lanzarote; as well as the creation of a Social Action Council and the Real Inclusion area.
2. Build the Tahíche Senior Residence, an indispensable infrastructure for Lanzarote and La Graciosa that addresses a historical deficiency for dependent people and their families, and that after 3 years completely stopped and abandoned by the Island Council, must be resumed without delay.
3.Relieve access to the José Molina Orosa Hospital, with the commissioning of a parking lot for users and hospital workers, located on the 3,000 square meter plot adjacent to the hospital.
4. Launch the Island Housing Plan, with two immediate actions: on the one hand, the creation of a grant pool to facilitate access to housing for rent for young people and families; and on the other hand, the signing of an agreement with the island's large property holders for the making available of empty properties for rental purposes.
5. Promote the initial approval of the Island Territorial Planning Plan (PIOT) of Lanzarote, a territorial planning instrument that will comprehensively regulate the island's urban planning with the consensus of all the actors involved and that will give legal certainty to the island for its economic and social development.
6. Work on the bidding process for a collective public bus transport tender, with the aim of substantially improving the current service, increasing the frequencies of the most demanded lines, extending service hours in tourist centers, creating new lines that connect populations and settlements in all municipalities and launching an App that informs in real time of the location of the buses to avoid unnecessary waits at the stops.
7. Activate the Island Hydraulic Infrastructure Plan with its own funding from the Cabildo and City Councils, and a National Hydrological Plan Canary Islands-State with European funding for irrigation networks for agriculture.
8. Plan for the improvement of agricultural roads, through the acquisition by the Cabildo of the necessary machinery for the sector, which will be made available to the Island's City Councils.
9. Increase the amount of aid to students for their training outside and inside the Island and the commitment to pay the payment during the current school year.
10. Formation of an Animal Welfare Board that brings together animal protection associations from all over the Island and qualified technicians in order to define actions at the island level on responsible ownership, control of feline colonies and sterilization and citizen awareness campaigns. This notarial document also establishes a contract breach clause whereby, if Oswaldo Betancort does not comply with what was agreed within 3 years, counted from the official date of formation of the government in the Cabildo of Lanzarote, he would leave the position of president, since the realization of each of the electoral commitments would be fully verifiable and verifiable by any citizen, so that they can demand his dismissal.
"Breaking a promise or a contract is worse than not carrying out an electoral program, so I have made this decision aware that by breaching these clauses, I will not only lose the trust of my voters, but it will have direct consequences on my continuity in office," Betancort said upon leaving the notary.
"Until today, you have known my proposals, but now I am taking a further step that implies a moral and personal commitment, but also a real one with the aim of ending the bad political practice that has paralyzed the public management of Lanzarote and La Graciosa in recent years," he added.
In short, the signing of this Contract with the Citizens of Lanzarote and La Graciosa, sealed as an irrevocable guarantee, officially commits Oswaldo Betancort to the fulfillment of the main electoral promises contained in the Coalición Canaria program to the Cabildo. "This contract that is registered today before a notary is, by far, the most important document that I can sign as a candidate for the Presidency, since it is a risk that I assume with the residents of Lanzarote and La Graciosa directly and explicitly," said Betancort.
