Territorial Policy and the Association of Volunteers in Emergencies and Rescue of Lanzarote (EMERLAN) have signed this Thursday a collaboration agreement aimed at reinforcing coordination and response capacity in emergency and civil protection situations in the archipelago.
The signing ceremony was attended by the mayor of the municipality of Teguise and the councilor for Emergencies, Olivia Duque and Eugenio Robayna; the Minister of the Presidency of the Cabildo de Lanzarote, Miguel Ángel Jimenez; the vice president of the NGO EMERLAN, Amador López; and on behalf of the Government of the Canary Islands, the Minister of Territorial Policy, Manuel Miranda, who was accompanied by the Director General of Emergencies, Fernando Figuereo.
The agreement, signed by Minister Manuel Miranda and representatives of EMERLAN, will allow the consolidation of this entity's participation in the regional emergency management system, facilitating its integration into operational coordination devices and strengthening collaboration between administrations and volunteer entities.
EMERLAN is registered in the Registry of Collaborating Entities of Civil Protection of the Canary Islands and has extensive experience in prevention, surveillance, rescue, and emergency response, especially in Lanzarote and La Graciosa. Among its areas of action are lifesaving and lifeguarding, maritime assistance, intervention in risk situations, and collaboration with public services in cases of accidents, catastrophes, or calamities.

Through this agreement, the Directorate General of Emergencies will integrate EMERLAN into the operational coordination system that articulates the mobilization of resources in emergencies, so that its activation will be carried out through the Emergency and Security Coordination Center (CECOES) 1-1-2 when circumstances require it.
Likewise, the agreement includes the entity's participation in ordinary and civil protection emergencies, both within the framework of the Territorial Plan for Civil Protection Emergencies of the Autonomous Community of the Canary Islands (PLATECA) and in other special or specific plans approved by the Government of the Canary Islands. It also provides for facilitating EMERLAN's access to the Canary Islands Emergency and Security Network (RESCAN), as well as promoting the training and participation of its personnel in emergency drills and exercises.
For its part, EMERLAN undertakes to collaborate, when required, in the attention of ordinary emergencies and civil protection, contributing its specialized material and human resources and participating in the different action groups provided for in the emergency plans.
The Minister of Territorial Policy, Territorial Cohesion and Waters, Manuel Miranda, highlighted that this agreement "recognizes the experience, capacity, and commitment of an entity that has been providing an essential service to citizens for decades" and stressed that "the safety of the Canary Islands is built on coordination, planning, and the sum of efforts between administrations and organizations working on the ground".
According to the vice president of EMERLAN, Amador López, this agreement represents an important recognition of the work that his teams have been developing for years in the Canary Islands and allows them to continue advancing in integration and coordination with the regional emergency system.
“I want to especially thank Minister Manuel Miranda for his trust, closeness, and support for our organization, as well as his commitment to continuing to strengthen collaboration between public administrations and volunteer organizations that work on the ground in the service of citizens,” he added.
With this signing, the Government of the Canary Islands continues to strengthen the network of resources that participate in the comprehensive management of emergencies, reinforcing the response capacity to any situation that may affect the population and the territory.
