Adán Martín Menis, born on October 19, 1943, was for twelve years (1987-1999) president of the Island Council of Tenerife and served as first deputy mayor and councilor of Urban Planning of the City Council of Santa Cruz de Tenerife in the first two democratic mandates.

Martín Menis trained in Barcelona as an industrial engineer. After finishing his degree, he graduated in Business Management from ESAE and the Balearic Institute of Business Management. He was a national deputy of CC for the province of Santa Cruz de Tenerife, between 1993 and 1996. Between 1995 and 1999 he was also part of the Executive Committee of the Spanish Federation of Municipalities and Provinces (FEMP).
