"In short," he clarified, "a Statute with great powers is what will allow us to reach an agreement on the electoral reform of the Canary Islands." In that sense, Ruano affirmed that things "are going reasonably well", as they are negotiating with the PSC and progress is being made in the presentation of the Parliament of the Canary Islands. The councilor wished that the presentation "culminates its work well so that it is possible that before the end of the year the text leaves the Parliament of the Canary Islands to the General Courts."
The evident differences within the various factions of the nationalist coalition do not constitute a threat of blockage for the statutory reform for the Minister of the Presidency. Moreover, Ruano said he did not fear "at all" the fact that the statutory reform could be blocked by the lack of an internal agreement on the electoral reform. "The situation is clearly a commitment to the Reform of the Statute, and along with this will also go an electoral reform."
Regarding the reform, Ruano disagreed that there are so many differences and even said that "the agreement already exists", as there is a group of people led by Antonio Castro who has been discussing the matter. "What I believe is that it is reasonable that different issues are not made public until we are able to have a good Statute for the Canary Islands with those powers to which I have referred," said Ruano, which shows that CC does not plan to take "a step in electoral reform without first guaranteeing that we will have a good Statute."
