The General Directorate of Traffic has foreseen new rules for electric scooter drivers, with regulations that they have been working on for three years. One of the main measures it proposes is to prohibit scooters for those under 16 years of age and require their owners to register in a vehicle registry with the DGT. As reported by the newspaper El País, which has had access to the allegation phase, the final approval may still take a year.
Other obligations that scooter owners will have to comply with will be to wear an approved helmet and mandatory lights. Scooter users must carry "at least" a luminous or retroreflective element at night and at times when there is low visibility, Traffic has highlighted. Scooter drivers must use an arm at all times to warn other users of the maneuvers they are going to perform.
In the event that the scooter is used for work, drivers will have to wear a high-visibility reflective vest.
According to what the DGT has communicated, the new rules will add more protection to pedestrians. Sidewalks will be exclusive to them and the circulation and parking of vehicles will be restricted as much as possible in order to protect people, especially users with reduced mobility. With the update of the regulations, users with reduced mobility who move in personal mobility vehicles will be considered pedestrians.
One of the most notable parts of the modifications is related to the permitted blood alcohol level. A rate that will drop for novice and professional drivers to 0.20 grams per liter of alcohol in blood (the limit is now 0.30) or 0.15 milligrams per liter of exhaled air (currently 0.10).
As the media has reported, the General Directorate of Traffic is preparing the broad package of measures that will increase safety for the most vulnerable people. The DGT continues to prepare a decree for the protection of vulnerable road users, the rule proposes to always leave sidewalks for pedestrians. In addition, the regulation includes always leaving sidewalks for pedestrians, although it also appreciates that municipalities can regulate the parking of two-wheeled vehicles, on the condition that they do not harm pedestrian traffic.
The text containing these new measures has already begun its public hearing and information phase this Wednesday, with which from now on the entities or interested persons must make their relevant contributions.
