The Government suspends the board of directors of the Athletics Federation of the Canary Islands for serious infractions

To restore the normal functioning of Canarian athletics, it has appointed a Management Committee that will act for the strictly essential time and will have a balanced territorial and sectorial support group.

The Sports area of the Government of the Canary Islands has suspended, as a precautionary and provisional measure, the presidency of the Canarian Athletics Federation, also recovering the public functions granted to its Board of Directors and designating a Management Committee to restore the ordinary functioning of athletics in the Islands.

The measure comes after the Government has substantiated a preliminary investigation file and verified the absence of activity, as well as the lack of information from the aforementioned Federation, all of which was reported to the recently renewed Canarian Sports Discipline Committee. In fact, last week and as soon as it reactivated its operation, this independent body agreed to initiate a disciplinary file against the president and the non-native members of the Board as a result of alleged very serious disciplinary infractions subject to sanctions typified both in Law 1/2019, of January 30, on Physical Activity and Sports of the Canary Islands and in its development provisions.

 

Resolution

 

Given the background, the Government of the Canary Islands has notified the interested parties of a specific resolution revoking the public functions attributed to the Canarian Athletics Federation according to article 66 of the aforementioned Law and assuming its exercise for the time strictly necessary to restore normality within it.

Similarly, it has suspended, as a precautionary and provisional measure, the president and the rest of the non-native members of the Governing Board, in accordance with article 74 of Law 1/2019.

Finally, for the exercise of the public functions attributed to the Canarian Athletics Federation, in the same resolution and under the supervision of the General Directorate of Physical Activity and Sports, a Management Committee is created, chaired by Omar Hernández Concepción, with the legal advice of the Doctor in Administrative Law from the University of La Laguna and expert in the Canary Islands Electoral Guarantees Board Juan José Guimerá Rico, and also integrated by Luis González González, Aurora Vega Gil and Carmen Nieves Francisco Rodríguez.

To guarantee a balanced territorial and sectorial representation of the different disciplines of Canarian athletics, the presidents of the Island Athletics Federations or the members of their Board of Directors to whom they delegate, as well as any natural person or entity referred to in article 2 of the statutes of the Canarian Federation at the proposal of the Management Committee, will have access to all sessions of the Commission with the right to speak.

The mandate of the Commission will extend for the time strictly necessary to restore the normal functioning of its bodies and the exercise of the powers of the Canarian Athletics Federation in the sports field, in particular, the normalization of administrative, legal and economic obligations; the processing of federative licenses and the guardianship-protection of sports people, affiliated entities, technical and arbitration personnel, as well as the organization of official federated competitions, initially.

Once the normal functioning of the Federation has been restored, the Management Committee and its territorial/sectorial support group will convene, in accordance with its statutes and other applicable regulations, all the members of the General Assembly of the Canarian Athletics Federation to debate and vote on the motion of censure presented months ago, communicating it to the General Directorate of Physical Activity and Sports and concluding its work.

The Government of the Canary Islands recalls that the responsibility that the Management Committee and its support group will hold for the time strictly necessary to restore the normal functioning of the Federation is assumed in a completely altruistic and disinterested way, at the proposal of the Administration and to ensure this in the transition towards the democratic normality of the federative entity, an effort that the Government recognizes and publicly and expressly thanks all the people who have accepted its request.
