The Ministry of Health of the Government of the Canary Islands has requested the Superior Court of Justice of the Canary Islands to ratify the extension of the use of the mandatory Covid certificate for levels 3 and 4, where Lanzarote is currently located, whose validity expires on January 24.
If this extension is approved by the TSJC, it would be in effect until 24 hours on February 24, 2022 and "the possibility of requesting a new extension would be studied depending on the evolution of the epidemiological situation."
The Ministry points out that this request is made after analyzing the report prepared by the General Directorate of Public Health of the Canary Islands Health Service, which reviews the situation in which each island and the Archipelago as a whole is located, both from the epidemiological point of view and from the healthcare aspect.
The report reflects the "upward" evolution without signs of remission in the short term of the epidemiological situation in the Canary Islands, since the transmission of Covid has entered a phase of "persistent and progressive transmission, with a very significant penetration of the Ómicron variant in recently diagnosed cases."
Currently, the covid certificate is mandatory for establishments and activities subject to time and capacity limits on the islands at levels 3 and 4 and does not allow them to benefit from applying measures of the lower level.
Access to the establishments, facilities or activities of public use set in the regulation will require accreditation of the absence of active Covid infection to users over 12 years and 3 months. This accreditation will be made by displaying the negative result of an active Covid infection diagnostic test, performed in a legally authorized laboratory with a maximum advance of 48 hours, self-diagnosis tests not being admissible.
The objective, according to the Ministry, is to establish "exceptional measures to control the health situation of people who access certain establishments, facilities or activities considered at risk for the transmission of Covid, to stop its spread."
Accreditation will be made by displaying any of the certificates provided, "in digital or paper format", to the persons designated for access control by the owner or person in charge of the establishment, facility or activity, who will carry out their verification.
Which are the establishments, facilities or activities affected
Accreditation of the established health requirements will be required for access to the following establishments, facilities or activities of public use, of public or private ownership:
Hospitality and catering establishments open to the public, whose resolution granting an opening license has a capacity of more than 30 people. The dining rooms (not cafeterias) of educational centers of regulated education are excluded from this measure, with respect to students and teachers.
Establishments and activities of nocturnal leisure, whose resolution granting an opening license has a capacity of more than 30 people, as well as in those others in which, regardless of their capacity, the consumption of food is allowed.
Establishments and spaces dedicated to recreational and gambling activities, whose resolution granting an opening license has a capacity of more than 30 people, as well as in those others in which, regardless of their capacity, the consumption of food is allowed.
Events and celebrations with concentration of people and music festivals with attendance of more than 500 people, as well as in those others in which, regardless of their capacity, the consumption of food or drink is allowed.
Sporting events with attendance of more than 500 people, as well as in those others in which, regardless of their capacity, the consumption of food or drink is allowed.
Public shows with attendance of more than 500 people, as well as in those others in which, regardless of their capacity, the consumption of food or drink is allowed.
Cultural activities in cinemas, theaters, auditoriums and similar, whose resolution granting an opening license has a capacity of more than 50 people, as well as in those others in which, regardless of their capacity, the consumption of food or drink is allowed.
Gymnasiums and similar equipment.
Establishments and health centers for visits to hospitalized patients, as well as to accompany users to consultation, diagnostic tests, cures or treatment, except in cases of minors, disabled, dependents or people whose health or other circumstances require it, at the discretion of the health personnel of the center or establishment.
Residential or day socio-health establishments, for visits and people outside the institution.
Required in open and closed spaces
Accreditation of health requirements will be required for access to both open and closed spaces of the establishments, facilities or activities indicated.
The establishments and activities in which it will be required are those that offer the greatest risk of contagion, usually related to leisure activities, or those in which there is a special relationship with vulnerable people, as is the case of health or socio-health establishments.
The Ministry of Health made available to citizens at the beginning of December the app Lector Covid SCS that can be downloaded from the Apple Store, Google Play and Huawei App Gallery, in order to facilitate the use of the covid certificate in all establishments and activities that wish to do so.
