The Popular Party has requested an economic agreement to finance the Cruz Blanca residence in the Altavista neighborhood, in Arrecife, whose first stone was laid in 2009. The work is "totally abandoned to its fate" but, according to the PP, the promoters of the project "have not lost hope, although they are increasingly discouraged".
The PP has insisted that this plot of land in Altavista, near the TEA, has become a "danger zone" due to its situation. "It is perfect for drug dealing and other very ignoble activities," this party has assured. In June 2012, a neighbor reported to La Voz that this place was becoming a meeting point for young minors to "have their first drinks and roll their first joints." They had even placed several sofas inside the construction site.
To avoid these situations, the PP proposes that an agreement be drawn up between the Government of the Canary Islands, the Cabildo of Lanzarote and the Arrecife City Council for the financing of this "important social infrastructure", contemplating a financial framework and divided into annual installments, nominating economic items destined for this purpose, in the different budgets of the three administrations.
With this agreement, the PP wants to respond "to a historical demand of the municipality, such as this residence for dependent elderly people." The land where this residence was to be built was ceded by a private individual to the NGO Hermanos Franciscanos de Cruz Blanca. The profile of the users who could have said center would be dependent elderly people, with physical and mental disabilities from Arrecife, extending the offer to the island area.

The PP has recalled that from the beginning, the Ministry of Social Policies of the Government of the Canary Islands committed to a budget item of 750,000 euros that "never came to be executed." The Cabildo contributed 100,000 euros, while Arrecife until 2012 executed 274,593.32 euros.
So that this area does not continue in a "dangerous" state, the PP councilor Carmen Sáez has proposed creating "this formula of participation and joint planning, which may be one of the definitive solutions for the residence." "We hope to have the support of the Arrecife government group since it is very important not only from the social point of view, but that the construction itself of the residence would mean the creation of employment in Arrecife," Sáez defended.
