The General Council of the Judiciary (CGPJ) rejected in early November the appeal filed by Judge César Romero Pamparacuatro to continue with the "Unión" case, which is being investigated in Court Number 5 of Arrecife. This Court has a new head since May, Lucía Barrancos, who is dedicated exclusively to that case after the appointment of a support judge two months ago.

It should be remembered that Pamparacuatro moved to a Court in La Laguna in September 2010 and the CGPJ granted him a three-month service commission to continue with that case. At Christmas last year, the judge requested an extension that was granted in the first instance but was later suspended with six reports in favor of the judge's continuity and the new magistrate was appointed as the head judge.

Pamparacuatro appealed that decision and requested precautionary measures to invalidate the agreement to cancel the extension and asking the CGPJ to rule on the allowances and the service commission.

The Council rejected the precautionary measures, and six months later rejected the appeal arguing that the new judge already represented a reinforcement for the Court. Last month, the CGPJ member for the Canary Islands, Inmaculada Montalbán, stated in Arrecife that the extension had been denied because Romero Pamparacuatro had already requested a new destination "where his presence and work were necessary and Court Number 5 of Arrecife was going to receive a new head".

Judge Barrancos, in an order signed on October 3, stated that the case had been "practically paralyzed" since December and said that "it is necessary to give a new impetus to a case that has been practically paralyzed in its investigation since the last quarter of 2010, which will hardly be possible if, in addition to the tremendous workload of this court, another difficulty is added, such as the excessive volume of the procedure, which is in different phases with respect to the different investigated facts and accused persons".

She also complained about the lack of response from the Government of the Canary Islands, from whom she requested technical support to be able to investigate the case more easily. Two weeks after that order, Juan José Cobo Plana, head of Court Number 4 of Arrecife, took office as a support judge.
