The former Councilor for Territorial Policy, Carlos Espino, states that he has not been aware of the process until the media has echoed the telephone tapping that has been carried out on the two accused mayors, José Francisco Reyes and Juan Pedro Hernández, in the investigation opened by the Court of First Instance and Instruction number 2 of Arrecife, for alleged irregularities in the granting of licenses. He limited himself, according to Espino, to forwarding a report on the legality of the same to the Provincial Brigade of the Judicial Police. Now, he assures that he hid the complaint because the jurisdictional bodies asked him for "absolute discretion" so as not to hinder the investigation.

Regarding the possible knowledge, on the part of the president of the Cabildo, of the report that motivated the complaint, Carlos Espino has assured that as the process develops "it will be known for sure at what moment some who now deny it had knowledge ? of the report-". For her part, the president of the Cabildo, Inés Rojas, assures that she was not aware of its existence and that she has requested the document from the legal services to know its content.

The report presented by Espino, last November as councilor, to the Drug and Organized Crime Unit, Money Laundering Group (Udyco) was commissioned by himself to the legal services of the First Institution. Carlos Espino assures that he detected "several irregularities" and that he chose to take it to Udyco, due to the "complexity of the documentation presented".
