CC will request that the Cabildo present a legislative initiative to modify the PROAC

Pedro San Ginés points out that CC “does not deny its share of responsibility, something that Dolores Corujo and the PSOE do not do, when it is this government that approved the order and the call for applications”

CC points out that "given the contempt of the Government of the Canary Islands for the resources and claims presented by the Cabildo of Lanzarote and the inaction of the PSOE to modify the Regional Aquaculture Management Plan" (PROAC), Coalición Canaria will propose that it be the first island institution "to use the power of legislative initiative granted by the Statute of Autonomy to promote the aforementioned modification." 

“If the initiative fails, it will be Fernando Clavijo's government that modifies the PROAC”, says the candidate for Parliament and island secretary of CC, Migdalia Machín, who points out that “the ideal would be to reach an agreement between parties, for all of us to agree to be able to solve as soon as possible a vital issue for the future of our island.”

For his part, the spokesperson for the Nationalist Group in the first island institution, Pedro San Ginés, points out that CC “does not deny its share of responsibility”, but recalls that the only marine cages that have existed in Lanzarote are those authorized in 2001 in Playa Quemada under the socialist Presidency of Enrique Pérez in the Cabildo of Lanzarote and Román Rodríguez in the Government of the Canary Islands

"It must also be remembered that in June 2007, coinciding with the arrival of the socialist Manuela de Armas to the Presidency of the Cabildo of Lanzarote, and when the Fisheries Law (2003) already granted the powers to authorize concessions to the councils, the first extension of these cages was granted for five years, extendable until 2021, without opposition from the Cabildo", they point out from CC.

The PROAC was approved in 2018 because Europe demanded its immediate approval, without Dolores Corujo opposing or alleging anything as mayor of San Bartolomé, despite the fact that it directly affected the coastline of her municipality. Neither did Eva de Anta, then mayor of the Arrecife City Council, who was also affected.

“Neither the PSOE as an organization, nor Dolores Corujo as a deputy (in addition to mayor) alleged anything to that PROAC, when they also co-governed the Cabildo of Lanzarote at that time”, points out the nationalist candidate for the Cabildo, Oswaldo Betancort.

Likewise, it should be noted that it was this Government of Ángel Víctor Torres, and not the previous one, that published in 2021 both the Order that set the areas of interest, and the Resolution with the bases of the call, and that Dolores Corujo has deceived Lanzarote since she did not present the Contentious-Administrative Appeal announced in December 2021, against the aforementioned Resolution.

“For its part, the Government of Ángel Víctor Torres has despised the Cabildo of Lanzarote and, as far as we know, does not even respond to the Appeal for Reconsideration presented in March 2001 against the Order that established the aquaculture areas of interest, nor to the Prior Claim (to the promised Contentious that they never presented) presented in December 2021 against the Resolution that approved the bases of the call. Both, Order and Resolution approved by this government of the “pact of the flowers” and not by CC”, insists San Ginés.

For the nationalist councilor "it is regrettable that the president of the Cabildo and deputy for Lanzarote, far from demanding an official response from Ángel Víctor Torres and the respect that Lanzarote deserves, is limited to presuming to send a simple letter to the government expressing her official discomfort for not having access to the file of the project that Yaizatún SA presented under the protection of the aforementioned publication of the bases."

San Ginés declares that “none of this solves the problem; that is not the debate. What we want to know is what we do from now on and put solutions on the table.”

To do this, he affirms, "we should start by answering five vital questions such as: Why has the Government not responded to the Cabildo's Appeal against the Order of February 2021, requesting its suspension or revocation?", "Why has the Government not responded to the "Prior Requirement" of December 2021, against the resolution of call bases, requesting its nullity or suspension?", "Why did the Cabildo not present the announced Contentious-Administrative Appeal against the aforementioned bases?", "What has the PSOE done to modify the PROAC?".

"The answer is clear, the PSOE has done absolutely nothing, hence the initiative and commitment of Coalición Canaria", concludes San Ginés.
