The first meeting for the formalization of an agreement between Coalición Canaria (CC) and Partido Popular (PP) has established the Presidency of the Canary Islands for Paulino Rivero and the Vice-Presidency for the PP in Gran Canaria, although without specifying who will occupy it.
Regarding the Ministry of Economy and Finance, it has only been specified that it will be for "Gran Canaria" in pursuit of a territorial balance, although they say that there will be no distribution until a programmatic agreement is reached. So much so that José Manuel Soria has disauthorized any voice that says otherwise, referring to the fact that there has been talk that he would occupy the vice-presidency.
Both Rivero and José Manuel Soria have agreed in saying that if an agreement is reached, it will be for four years, without affecting the General Elections, and they have decided to reach agreements on issues such as the Statute, the Canarian Police or the promotion of hiring residents.
The limit to all this will be, according to Soria, the Constitution, who has once again demanded that there be a possible reconsideration of the Preamble, the role of the Cabildos and the statutory reform for his formation to support the Statute in Congress. Rivero assured that the text sent to Madrid is constitutional and believes that there will be a sure agreement in this regard.
Thus, Soria considers that there will be PP support for the text "as long as it is a constitutional Statute there would be a possibility, as long as the necessary considerations or reconsiderations could be made in the Preamble, as well as in the role of the Cabildos and the electoral reform".
Regarding the possibility that the fact that an agreement between CC and PSOE has not finally materialized affects the processing of the Statute, Rivero says he hopes that the socialists will be "responsible" and "understand that the Statute is outside the partisan discussion".
Regarding the control of the population, according to Rivero, it is linked to the search for work for residents, stating that his party is going to work "to convince the Spanish and European authorities that the Canary Islands needs to control its population growth". He recognizes that this will take time and Soria adds that in the meantime "formulas will be sought so that the 130,000 residents of the Canary Islands find work, and that whatever it is, it is always within the Constitution".
In other issues, such as waiting lists, economic problems, or the formation of the Canarian Police, they have recognized that "there is a willingness to reach agreements". Thus, and after more than an hour and a half of this first meeting, a sure agreement is foreseen given that Rivero confirmed that the possibility of his party governing alone is ruled out because "we want a solid and strong Government for the Canary Islands", while Soria confirmed that there have been no contacts from the PSOE to try to form a government.
COMMISSIONS
The negotiating commissions that both formations have arranged for the first working meeting and second meeting between parties have also been advanced, this Wednesday at 12:00 hours in Santa Cruz de Tenerife which, they have said, will be "flexible" in the composition of their members depending on the issues to be discussed.
On the part of the PP, Soria together with the Secretary of Organization, Larry Álvarez, and the parliamentarians Manuel Fernández, Gabriel Mato, Juan Santana and Fernando Figuereo. As for CC, the commission that met with the socialists will be maintained, that is, José Miguel Barragán, María del Mar Julios, José Miguel Ruano and Antonio Castro.
