The Prosecutor's Office has maintained this Monday the request for one year in prison for the Lieutenant General of the Civil Guard Pedro Vázquez Jarava, accused of bribery in the so-called 'Caso Cuarteles' which investigates whether this commander facilitated works in facilities of the armed institute to the businessman Ángel Ramón Tejera de León, 'Mon', in exchange for gifts such as trips or money transfers.
The Lieutenant General and the businessman from Lanzarote are the only defendants who will sit on the bench for this case, which began in 2019 due to alleged irregularities in the awarding of works in thirteen Civil Guard commands.
The investigating judge of the case dismissed this process for Lieutenant Colonel Carlos Alonso Rodríguez, former head of the Ávila Command, and businessman Salvador Gutiérrez Espinosa, as none of the accusations finally imputed them.
With the constitution of the popular jury in the Provincial Court of Madrid, the trial began this Monday, in which the representative of the Public Prosecutor's Office maintained his accusation and pointed out that the friendship between the Lieutenant General and the businessman led to contracts in favor of 'Mon', who "rewarded" the Civil Guard commander with cash, trips, and other gifts.
Likewise, he explained that 'Mon's' companies subcontracted the works to non-specialized third parties and specified that everything indicates that the relationship between the defendants was "exclusively for profit".
For their part, the defenses of the defendants have considered that the facts being judged did not exist and, in the case of the lawyer representing Vázquez Jarava, has denounced that Internal Affairs has created "an image of animosity" towards the Lieutenant General.
The trial seeks to clarify whether the businessman gave gifts to the Lieutenant General, such as presents, cash, or trips to different destinations such as the Canary Islands or Milan to, in the latter case, enjoy the Champions League final.
Gifts for the alleged irregular awarding of 120 contracts to renovate facilities of the commands of Murcia, Albacete, Algeciras, Alicante, Ávila, Badajoz, Castellón, Huelva, Jaén, A Coruña, Santa Cruz de Tenerife, Toledo, and Valladolid, and whose works were not carried out or were carried out partially after being awarded to the businessman for a total value of 3.3 million euros between 2008 and 2019.
Representatives of Civil Guard associations have attended the trial and later highlighted to journalists the importance of this hearing as it is the first time a Lieutenant General of the Civil Guard has been brought to court, while also advocating for the importance of "preserving the image and professional deontology" of the corps.
Likewise, they have emphasized the principles of discipline and hierarchy in the Civil Guard, so they have considered that even if the contracts for those works were made from the commands, if Vázquez Jarava recommended Tejera de León, his subordinates of lower rank would take that suggestion into consideration.
