The network of the Mediador case incorporated the Lanzarote businessman, Ramón Tejera, benefited with some 20 works of the Civil Guard since 2016. Tejera, alias "Mon", according to the investigators is related to the division general Francisco Javier Espinosa Navas, the only detainee for this corrupt plot who is in provisional prison.

It was Espinosa Navas who summoned him to one of the meetings with other ringleaders of the organization in November 2020. Tejera, known for repairing most of the barracks, was also a friend of Espinosa's predecessor in the command headquarters of Las Palmas.

For now, there are twelve defendants among political positions, administration officials and different businessmen. The objective of the plot was for the ringleaders to obtain illicit benefits in exchange for using their influences to facilitate the interests of the investors involved. They did it in a double aspect. On the one hand, they extorted Canarian ranchers to remove sanctions or facilitate subsidies. On the other hand, they charged bribes for helping people from the peninsula to settle in the ZEC.

In the state contracting platform there are up to 20 contracts, between the end of 2016 and the first quarter of 2021, from different command posts in which the contractor is Angrosurcor. In these adjudications with the Civil Guard, contracts were closed with Angrasurcor for 632,717 euros, all works classified as minor, not only in the Canary Islands but also in Cádiz and Alicante.

The name of Ángel Tejera de León also appears in another well-known corruption process in the Canary Islands, the Jable operation, the last of the pieces that remain to be judged in the Unión case. The agents of the UCO of the Civil Guard uncovered a series of inflated invoices and payments for services not provided to the Arrecife City Council for more than 325,000 euros collected in 2005 and 2006 by two companies that were administered by Tejera, cousin of the former mayor of Arrecife María Isabel Déniz.
