The Court of Instruction number 7 of Las Palmas de Gran Canaria has admitted the complaint of the Anti-Corruption Prosecutor's Office against the director of the Canary Islands Health Service (SCS), Conrado Domínguez, for the advance payment of four million euros in May 2020 for a batch of masks that was never delivered to public health.
The Prosecutor's Office's complaint also includes the then general director of Economic Resources of the SCS, Ana María Pérez, who resigned from her position days after learning of the investigation initiated by the Public Prosecutor's Office; and the head of the company RR7 United, Rayco Rubén González, for the alleged commission of crimes of malfeasance, influence peddling, fraud and money laundering related to the so-called "Masks case".
In the order admitting the complaint, released this Wednesday by the Superior Court of Justice of the Canary Islands (TSJC), the instructor orders the practice of all the proceedings requested by the Anti-Corruption Prosecutor of Las Palmas, Javier Ródenas.
The magistrate therefore agrees that an "urgent" request be issued to the Canary Islands Health Emergency Management Committee for a competent official to issue a certification of the members that composed it from March 2020 to December 2021 and of which Conrado Domínguez was a part before being appointed director of the SCS.
The instructor requests the dates of appointment of the members of the committee, their functions and powers, as well as whether they were aware of the award of the contract to RR7 United SL or, on the contrary, whether it was an "exclusive" decision of Conrado Domínguez as a member of the aforementioned body.
The magistrate is interested in knowing for his investigation whether the rest of the members of the committee were aware of Domínguez's negotiations - through Whatsapp - with the intermediaries of the company RR7.
Likewise, as requested by the Prosecutor's Office, he requests that seven high-end vehicles acquired by two companies linked to the owner of RR7 be seized: three Lamborghinis, a Bentley, a Mercedes, a Porsche and an Audi, understanding that they were bought with public money that he obtained "illegally".
González's two companies with which he bought these vehicles are Yimbo 7 Inversiones, in which he appears as attorney, and Berabemar 2017, in which his mother appears as the sole administrator and the mother of the businessman's children as attorney.
The judge also orders in his order, issued this Tuesday, the blocking of the balances of bank accounts, deposits, securities, titles, shares, public debt, contents of safe deposit boxes and other financial assets of the investigated.
The "Masks case" complaint seeks to clarify an aggravated fraud allegedly committed by the administrator of RR7 United Limited, Rayco Rubén González, to the detriment of public health, as well as the irregularities that the person in charge could have committed to the director of the SCS, Conrado Domínguez, and the general director of Economic Resources of that organization at that time, Ana María Pérez.
The Anti-Corruption Prosecutor of Las Palmas, Javier Ródenas, questions that a company without experience in the import of sanitary material, such as RR7 United Limited, with only a share capital of 3,000 euros, obtained a supply contract to the public hospitals of the Canary Islands for an amount of 4 million euros.
