Exclusively Canary Islands, Asturias, Navarra and Murcia undertook "in a directed and coordinated manner" the elaboration of planning instruments for the management of the Recovery Plan, Transformation and Resilience (PRTR) by their executing entities.
This is one of the considerations that appear in the audit report of the Court of Auditors on the measures adopted in the autonomous area for the implementation of the PRTR, which makes some objections to the way in which the communities have addressed the management of these aids.
The report indicates that tall the communities have enabled their own websites on the PRTR, where they disseminate the actions of the Plan corresponding to their respective autonomous areas, although it states that it is necessary to complete the information offered through such spaces, since during 2022 only eight autonomous communities published data referring to the actions carried out.
Another aspect analyzed is the coverage of human resources needs for the management of the Plan, which it defines as "one of the great challenges facing the communities and autonomous cities", on which it points out that there are "opportunities for improvement in the measures adopted in relation to the planning of these resources".
It also highlights that, "in general", the communities and autonomous cities "did not establish common standardized criteria for the assessments to be carried out by the executing entities in the completion of the self-assessment tests, so that they could be compared with each other", with the sole exception of Catalonia.
Among the positive aspects, the Court of Auditors points out that the autonomous communities have reinforced their mechanisms for the prevention, detection and correction of fraud through the approval of anti-fraud measures plans and that they have introduced specific coding systems to be able to monitor the funds linked to the PRTR.
