Canary Islands prohibits smoking while walking and will not allow cloth masks in health centers

The Governing Council has updated the rules for containing the coronavirus in the Canary Islands

The Official Gazette of the Canary Islands (BOC) has published this Friday the regulations adopted on Thursday in the Governing Council of the regional Executive in relation to regulations related to the containment of the coronavirus, among which are the obligation to use a hygienic or surgical mask to attend health centers - not allowing, among others, cloth ones - as well as the prohibition of smoking while walking. Until now, smoking had already been prohibited in public spaces when the two-meter distance could not be guaranteed, but now the measure is extended.

Likewise, the epidemiological criteria are adapted to establish restrictive measures in capacity and safety distances, pointing out that their celebration will be conditioned by the epidemiological situation on the island on the scheduled date, with the organizer of the event being the one who must consult the available public information.

In addition, the Government recalls that events may not be held on islands that are classified as having high transmission, considering a high level of transmission in those where the cumulative incidence of diagnosed cases in the last seven days presents each and every one of the following criteria: that the island exceeds 50 cases/100,000 inhabitants; that some municipality on the island exceeds 100 cases/100,000 inhabitants, has more than two sporadic cases and presents an increase equal to or greater than 10 percent compared to the average of the cumulative incidences of the two previous weeks.

It adds that islands with a high level of transmission will abandon this condition when the cumulative incidence of diagnosed cases in the last seven days, at the island level, does not exceed 50 cases/100,000 inhabitants or all the municipalities of that island that had previously exceeded the three defining criteria of high transmission have decreased the cumulative incidence of diagnosed cases in the last seven days for 10 days.

Regarding the cumulative incidence of diagnosed cases in the last seven days, it will be evaluated weekly by the General Directorate of Public Health and will be published on the website 'Portal Covid' of the Government of the Canary Islands. In the case of Lanzarote, it remains below the criteria set by the Ministry.

In addition, on islands with a high level of transmission, mass events or acts in which more than 10 people participate will not be allowed or authorized, except those that are carried out in accordance with the "strict security measures" established in the Government Agreement and without prejudice to possible modifications depending on the epidemiological circumstances, and the catering establishments must close at 00.00 hours.

In any case, they recall that the ordinary programmed cultural activity of a public nature and the federated sports competitions that are held without an audience are exempt from these restrictions.

Likewise, the Ministry of Health, through the General Directorate of Public Health, may reduce the permitted capacities for the different activities regulated in this agreement depending on the epidemiological situation.

The agreement simplifies the procedure for requesting permits for holding events and clarifies the non-submission to the authorization regime of certain activities when they are carried out routinely and not sporadically, such as wedding ceremonies, communions, baptisms or other assimilated rituals or celebrations derived from these because they are subject to the provisions of section 3.18, wakes and burials because they are subject to the provisions of section 3.17, sports celebrations without an audience because they are subject to the provisions of section 3.14 and 3.15, as well as ordinary religious worship services because they are subject to the provisions of section 3.16.

These activities must be carried out observing the general measures of interpersonal safety distance, mandatory use of masks and adequate hygiene, as well as respiratory etiquette, in addition to the specific measures established for each type of activity.
