Education and culture, a priority in Madrid

It is true that in the Canary Islands we have had these powers transferred since the early eighties. Powers carried out precariously and insufficiently and that since then have not been balanced.

The State has not achieved it either in the successive organic laws dictated to improve the country's education: The General Law of 1970, LOECE -1980, LODE- 1985, LOGSE - 1990, LOPEG - 1995, LOCE in 2002, LOE - 2006 and the LOMCE in force since 2013, all of them with the will to advance and linked to the alternation in power of the bipartisan groups.

The latter, the LOMCE, approved without consensus and very distant from the reality of the country's educational needs, has meant a frank setback. Therefore, it is necessary to repeal it and start working on a new model of Law agreed with families, students and teachers and that places us in the first line of the European educational panorama.

The first task, therefore, will be to agree, to reach a great state educational agreement, a great pact for education, starting with the University. Can the Spanish university only appear as a place for "issuing degrees and masters"?

The Spanish university has come off the principles of Bologna and has to improve its position in the competential framework of Europe, designing for this purpose the new University Law demanded by social demands and the whole of the country's universities.

Relevant treatment should be given to DUAL vocational training, a flexible training adapted to the social reality and the demands of employers.

The section on scholarships to students in this country should be reviewed. Economic family constraints should not frustrate aspirations to talents. The scholarship model should be placed at the level of Central European countries.

The economic crisis, together with the supplanting of values, has led culture to painful levels. If there is a pact for education, there will be a pact for culture. Culture is not a "María". A State pact for culture is urgently needed to encourage the consumption of culture accompanied by a law of patronage and to revalue cultural work, respecting intellectual property. It is important to preserve and give visibility to cultural-patrimonial values. Facilitate the cultural mobility of cultural projects throughout the national territory.

Finally, to claim from education and culture to the State that the future must be managed through knowledge, research, development and innovation. The most prosperous regions of the Planet are sustained by the culture of knowledge. Combating unemployment requires a change in the economic model. A model that adds value to our economy through innovation, knowledge and culture.
