The Yaiza Town Council has awarded the company Imesapi S.A., belonging to the ACS group, the tender for the management of public lighting in the municipality and the "improvement of energy efficiency". The successful bidder will receive 234,720 euros per year plus IGIC for managing this service for the next 15 years.
The proposal for the award, with a positive report from the Intervention Department, was ratified this Thursday in the Yaiza Plenary Session, with the votes in favor of the government group (PIL, NC and PP) and the vote against of CC and PSOE. In addition to Imesapi, three other companies had submitted bids for the tender.
"In public lighting alone, the maintenance and total guarantee of the installations, including the repair and replacement of deteriorated equipment, represents a saving of more than 25 percent compared to current consumption, with a clear improvement in comfort and safety conditions for users," declares the Councilor for Public Works of Yaiza, Juan Lorenzo Tavío.
From the Consistory they emphasize that for the elaboration of the specifications and evaluation of offers, "the City Council had the collaboration of the Institute for Diversification and Energy Saving (IDAE), dependent on the Ministry of Industry, Energy and Tourism".
An "immediate intervention" was necessary, according to the Town Hall
Before calling this tender, the government presided over by Gladys Acuña commissioned a report from the Municipal Technical Office on the current situation of public lighting in the municipality. This report warned of the "problems of conservation of stanchions and luminaires, especially due to the oxidation of the former". In addition, it added that "the lampposts, in general, have many years of use", so it recommended "the massive replacement of the same". The municipality's public lighting consists of some 2,100 light points, distributed in 15 control centers, to illuminate streets and squares in urban centers.
In light of this technical report, the City Council considered that an "immediate intervention" was necessary, so it put out to public tender the maintenance of public lighting. The successful bidder must now proceed to repair, replace and renew equipment affected "by the normal deterioration of the same or by breakdowns". From the Consistory they emphasize that "one of the first actions will be the renovation of 1,000 stanchions, about 1,500 lights and 14 control panels, with an investment of about 640,000 euros".
In addition, "the successful bidder will have the obligation to carry out and finance the improvement works of the current public lighting installations necessary for the optimization of expenditure". The contract also aims to "promote energy efficiency through the incorporation of equipment that promotes energy saving".
The specifications were drawn up on the basis of the installations that are currently the responsibility of the City Council, but to the extent that the promoters of the partial plans of Playa Blanca are delivering the urbanizations with all the technical services required, both in lighting, sewerage network, sidewalks and others, the Institution will be assuming the maintenance of the corresponding services.
