The Superior Court of Justice of the Canary Islands has upheld the appeal filed by the César Manrique Foundation against the City Council of Costa Teguise, in Lanzarote, which authorized in 1999 the construction of a 912-room hotel, violating the Insular Plan of Ordination of Lanzarote and exceeding the building capacity for tourist accommodation of the Special Plan.

The judgment of the Contentious-Administrative Chamber cites that "in the municipal processing, the absence of an adequate technical and/or legal study that certifies the concordance between the basic and execution project, the planning applicable to the license, and the details of the case stands out, specifically if the works had begun within the period granted for the 1988 license".
