The new Executive points out that they have had to face "a significant volume of overdue invoices" that correspond to previous years and that had not been charged to those accounts

The Governing Council held this Thursday in Santa Cruz de Tenerife has approved a credit supplement file, worth 34 million euros, in favor of the Canary Health Service (SCS) "to compensate for the deficit arising from attending with charge to the 2019 budget payment obligations acquired in previous years and that were not charged to the closing of the 2018 accounts".

"The total figure of the additional resources allocated comes from the treasury surpluses of all the ministries and the agreement is the result of the joint effort of all the departments of the Government of the Canary Islands, with the aim of not diminishing the quality of care of public health", they explain from the regional Executive in a statement.

The purpose of the credit modification, approved at the proposal of the Ministry of Finance, is to increase the budget of the Canary Health Service (SCS) to cover expenses of chapter 2, corresponding to current goods and services, "after having to face in the current accounts a significant volume of overdue, liquid and enforceable invoices corresponding to previous years and not charged to the 2018 budget".

As a result, they state that the management centers "have had to face a reduction in the credit available to meet the expenses of the current year". Now, the file approved this Thursday will allow to continue complying with the average payment terms to suppliers and with the requirements established in Law 3/2004, on measures to combat late payment in commercial operations.

 

Two million more for social integration


On the other hand, the Governing Council has also authorized this Thursday the increase of social action aid for integration for a total amount of 1,930,000 euros. This amount represents an increase compared to the initial budget, set at 4,130,000 euros.

Specifically, 1,500,000 euros will be used to cover the Program to Combat Poverty and High Social Exclusion in the Canary Islands for the beneficiaries of the Canary Insertion Benefit (PCI). The rest of the amount, 430,000 euros, will be invested in financing integration programs for women at risk of poverty and social exclusion. 

The Program to Combat Poverty and High Social Exclusion in the Canary Islands for the beneficiaries of the Canary Insertion Benefit aims to promote projects aimed at transforming or preventing situations of need related to difficulties in social, labor and school integration, or linked to reasons of family breakdown, educational or personal maladjustments. 

For their part, the integration programs for women at risk of poverty and social exclusion pay special emphasis to the group of women in poverty in the Islands who need greater attention, beyond a residential solution. These programs are managed by social entities and associations.

Social action aid is part of the Strategic Plan for Subsidies of the Ministry of Social Rights, Equality, Diversity and Youth, and aims to finance care for vulnerable people, guaranteeing coverage of their basic needs; the fight against social exclusion, especially with the homeless population; actions aimed at maintaining, expanding and facilitating access to the network of basic social care centers and services, and comprehensive actions in population groups and vulnerable groups or with special difficulties in social integration.
