The 'Dos Orillas' collective meets to discuss the regulations of the Chinijo Archipelago Natural Park

Last Thursday, November 2nd, the citizens' group 'Dos Orillas' met with the political groups of the Cabildo of Lanzarote and La Graciosa to discuss the regulations of the Chinijo Archipelago Natural Park, which was attended by all except the Popular Party.

The objective was to "propose the creation of a working group in which the residents of Famara and La Graciosa can participate in the elaboration of the future 'Governing Plan for Use and Management' (PRUG), since it is not understood that a rule is made without counting on those who are going to inhabit that rule as protagonists", they have highlighted. 

Hence the proposal to create a "table, with the participation of the neighbors, who contribute to the elaboration of the regulations and that it does not happen, as until now, the other way around: when it is already done and by legal imperative, it is consulted to comply and not move a comma."

The 'Dos Orillas' collective was born from different participation processes in Famara and La Graciosa, and the basic objective is to establish "a debate and generation of proposals" to be incorporated into the 'Governing Plan for Use and Management of the Chinijo Archipelago Natural Park'. For this, the "creation of a process" is proposed and that the table "is formed by the administrations, institutions and neighbors" of both shores. The "need for applicable regulations and an body that efficiently manages the natural park" was insisted upon.

As a conclusion of the meeting, and in an atmosphere of predisposition of the political groups with representation in the Plenary of the Cabildo, it was proposed to raise the "proposal and process it" as a citizen initiative, taking it to the plenary of the Cabildo, the Parliament and the Council of the Reserve. From 'Dos Orillas' we want to thank you for your "implication" and continue "trusting" in a sincere commitment with the neighbors.

The proposal of 'Dos Orillas'

Given that the previous documents related to the elaboration of the regulatory regulations of the natural spaces of the Chinijo Archipelago, for example the PORN, the population has not been counted on beyond the procedures formalized in the law that, in all light, is absolutely insufficient, and before the elaboration of the 'Plan de Regulación de Uso y Gestión' (PRUG), the Dos Orillas group proposes:

1) That a working table be created, which brings together the different actors involved in the daily life of the space in order to contribute visions to the initial draft and that the reflections and demands of the neighbors be incorporated.

2) That it is about elaborating a regulation that adjusts to the reality that we are currently living, that is applicable, to try to achieve the objectives of conservation of the space, but also the life of the neighbors.

3) That this table, led by the environment and protected by the figure of biosphere reserve as inhabitants and habitats, is the germ of a future management body or board of trustees that administers.

4) That this idea is approved in plenary and the means are established for the Ministry of the Environment to initiate the process.
