Citizen Alternative 25 de Mayo (AC-25M) will present a motion in the next plenary session of the Arrecife Local Corporation to strictly comply with the regulations governing the placement of construction fences in the capital of the Island, which is clearly not being carried out in the city. The progressive formation will request the City Council "that from now on, no authorization be granted for construction fences that do not strictly comply with Articles 87 and 88 of the current Consolidated Text of the Arrecife Urban Planning Plan", in addition to demanding the withdrawal of permits already granted in this regard if they do not comply with the provisions.
According to Article 87 of the aforementioned regulations, the construction fence must "guarantee the free circulation of pedestrians, protected both at ground level and from objects that may fall from upper floors." In addition, it is established that "a passage of 75 cm free of obstacles must be guaranteed (posts, tree grates, materials, etc.). Likewise, the occupation of the sidewalk may never be greater than half of it, measured from the curb to the alignment of the facade, without this width exceeding 1.5 meters in any case."
As the press release transmitted to the editorial staff of this newspaper by the AC councilor points out, "the serious and incredible thing about all this is that, without taking into account the previous requirements, the City Council itself favors this situation." "There is no hesitation in allowing the sidewalks to be occupied in their entirety and part of the road as long as all the square meters they need for the fence are paid. The priority is to collect at all costs."
"The normal thing would be for the technical office to report on compliance with the regulations both in the occupation and in the stipulated security measures, then, in a favorable case, the collection department would proceed to liquidate, and subsequently, periodically, monitor the correct placement of the fences, the proper protection of the citizen and the occupation of the permitted meters."
Other motions
Alternativa will again request the Government group to paralyze and remove the mobile phone antenna on José Pereyra Galviaty Street, which has been repeatedly reported by residents of the area and by the progressive formation itself. According to Andrés Barreto Concepción, "there have been many promises from the government group, to the point of lying in the plenary session where a previous motion by Citizen Alternative on the aforementioned mobile phone antenna was discussed, because Councilor Celso Betancort stated that action was being taken on the aforementioned illegality, when the certain facts are that the sanctioning file is archived."
On the other hand, Alternativa will demand that the local government provide the plenary session with all the economic, contractual and financial data referring to the management and exploitation of the company Parking Islas Canarias, S.L., which is dedicated to the exploitation for a period of 30 years of the parking located in the municipal space in the Parque Islas Canarias and in which the City Council has an eleven percent stake, also having a member on the Board of Directors. According to AC, "current legislation obliges the government group to provide detailed information to the Corporation's Plenary Session on the economic results each year. Two years have passed since the opening of the aforementioned parking lot, and the Corporation's Plenary Session has not been aware of the accounting data and compliance with the contract made with the aforementioned company."
Finally, another motion signed by Ginés de Quintana Cabrera will ask the City Council to "urgently vacate the building that houses the Youth Center and begin the technical study of the same to assess its real state."
