When the Popular Party of Lanzarote has not yet settled its most recent controversies, such as the signature of the mayor of Arrecife, Yonathan de León (PP), in the decree that gave the temporary promotion to his brother as a Local Police officer; or the role of the now former CEO of the Centers for Art, Culture and Tourism, Ángel Vázquez, in the process of hiring his son as a dishwasher of the public entity he managed, the party faces a new controversy.
According to the documentation to which La Voz has had access, the councilor for Tourism, Commerce, Human Resources and Sports of the Arrecife City Council, Elisabet Merino Betancort (Popular Party), participated in the selection process to create a specific employment list in the specialty of Multiple Services Operator, among whom her brother was included.
The call had been initiated by the mayor of Arrecife a year ago with the publication of the bases of the selection process to create a specific employment list in the specialty of Multiple Services Operator. These workers are responsible, among other functions, for supporting officers in works, supporting the municipal gardening service, collaborating in the cleaning of public spaces and municipal buildings, etc. That initial decree included the bases for filling interim or temporary contract positions of Group V.
The decree resolving the provisional list of admitted candidates in the specialty of Multiple Services Operator, signed in March, includes Eli Merino's signature. This provisional resolution was later made official, with the signatures of Merino and Yonathan de León, with its publication in the Official Gazette of the Province of Las Palmas. Then, again in July, another decree signed by the councilor included the definitive list of admitted candidates, among whom her brother was again included.
In the definitive resolution of the employment list, Eli Merino's brother obtained a score of 73.4 points out of one hundred, which placed him in 28th position. This raises the question of whether, as the Secretariat of the Arrecife City Council has pointed out in the case of Yonathan de León, or an insular report in the case of Ángel Vázquez, Merino should have abstained from the procedure upon learning that her brother was participating.
In this regard, her brother had already participated in other similar selection processes in the Arrecife town hall, also to cover temporary duties as a multi-service operator. Sources from the Governing Group of the Arrecife City Council have assured La Voz that the councilwoman's brother subsequently resigned from continuing on that employment list and assure that he continues to work for a company that carries out frequent work for the town hall, but without having a position or being on the municipal payroll.
The promotion of the mayor's brother, in Human Resources
A similar situation led the mayor of Arrecife to ask the City Council Secretariat a few weeks ago to prepare a report on whether he should have abstained from signing a decree that temporarily promoted his brother, a rank-and-file Local Police officer, to the rank of officer. The legal report from the Secretariat concluded that de León should have abstained from signing the decree that allowed the temporary promotion of his brother. The review of the procedure is in the hands of the Human Resources department of the town hall.
