After last Friday sources from the Socialist Party in Lanzarote (PSC-PSOE) accused the Minister of Interior Tourism of the Island Council and current accidental president of the Corporation, María Dolores Luzardo, of having granted in October 2004 the [opening license to the Santa Rosa->http://www.lavozdelanzarote.com/article.php3?id_article=157] complex, with 220 tourist apartments and 444 beds in Costa Teguise, thus violating the Island Territorial Planning Plan (PIOT), Luzardo explained through a note this Monday that she has requested the transfer of all the authorization files for classification, opening and operation granted while she has directed the Ministry of Interior Tourism, as well as the review of all the files given by the area previously, since the criteria and procedures used by the technical team "were already established when Luzardo arrived at the Ministry".

The statement indicates that "for technical reasons" the jurists in charge of the Island Planning Plan and the lawyers of the Corporation understood that "it was not appropriate to submit the report to challenge the building permit given by the City Council to said establishment".

"The files delivered before Luzardo's arrival and their review have also been transferred, given that the criteria and procedures used by the technical team were already established before Luzardo arrived at that Ministry", the letter continues.

According to sources from the Socialist Party to LA VOZ, these tourist units are of one key and the PIOT expressly prohibits since 1991 the authorization of this type of accommodation establishments.

The Socialist Group registered last Friday in the Cabildo a letter requesting information on this alleged irregular concession by María Dolores Luzardo, and also denounce the "inaction of Francisco Cabrera", former president in the Cabildo member of the Popular Party, for not appealing the permits".

The socialists maintain, in any case, that whoever occupied the position of Minister of Interior Tourism granted the opening permit to the Santa Rosa complex last October. For the PSC-PSOE, what is strange is that the construction license granted by the Teguise City Council had not entered the package of licenses that the Island Council appealed.

For her part, Luzardo responds that "also, according to technical reports for tourist authorization files prior to February 2001, the PIOT reports are not binding to proceed with said authorization".

The communication sent adds that "currently, the Ministry of Interior Tourism has pending the granting of another four tourist authorizations to hotel establishments upon learning that the urban licenses are challenged by the PIOT Office", and adds, as an example, that "a copy of the projects of the Ministry of Tourism of the Government of the Canary Islands and urban reports on them has been requested from the PIOT Office itself before making a decision and resolving those files".
