The awarding of the stalls for the patron saint festivities of Caleta de Famara has revealed a tender model where the economic outlay almost entirely determines the obtaining of a gastronomic space.
The system implemented by Teguise gives enormous weight to monetary bidding, reserving 75% of the total score for the economic offer, while the remaining 25% is distributed among associative ties in the municipality and participation in the festive organization.
The formula of the Teguise town hall provokes strong competition among aspirants, who have offered up to 7,895 euros for a six by two meter structure, a figure that multiplies by more than 31 the minimum starting fee set at 250 euros in the town hall's tender documents.
Thus, the average of the offers for the Famara festival stalls stands at around 6,000 euros.
The impact of the monetary criterion is also reflected in the reserve list, where more than ten applicants who were left out of the allocation offered amounts equal to or greater than 5,000 euros.
What is the system for the San Ginés stalls?
When comparing this system with the one used for the San Ginés festivities in Arrecife, a radical divergence is observed in the awarding method and in the final cost that hoteliers must assume.
The Lanzarote capital completely dispenses with economic auctions and the concept of bidding to the highest bidder. Instead, the Arrecife City Council structures the allocation of traditional stalls through a gastronomic and decoration competition, in which a technical jury evaluates the culinary proposals and respect for traditions.
The score obtained in this competition is the sole determining factor for the concession of the stall, without any monetary bidding between the applicants. This difference in criteria translates into an abysmal economic contrast between the two locations.
While in Caleta de Famara obtaining a stall requires an average investment of over 6,000 euros just to win the right to set up the plot, in San Ginés the concession fee is free.
In Arrecife, the final cost for an awardee is reduced to covering the ordinary municipal fees for occupying public space and the technical expenses derived from the activity, such as electrical installation certificates and civil liability insurance, placing the total outlay between 200 and 350 euros.
In this way, to obtain a stall in Famara, an average of 5,700 to 5,800 euros more is needed than in San Ginés, which means multiplying the initial expense by almost twenty solely due to the difference in the award model.
