The Cabildo de Lanzarote, through the Administrative Modernization Office, has presented the Electronic Administration Strategy of the island, a document that defines the roadmap for the digital transformation of the insular and municipal public administration, with the aim of improving the efficiency, institutional coordination, and the quality of public services.
The analysis prior to the design of the Strategy highlights the need to strengthen inter-administrative cooperation and consolidate existing technological structures, as well as to advance in the harmonization of municipal electronic headquarters and in the clear definition of responsibilities in digitalization processes.
The strategy has been developed with an integral vision that involves both the Cabildo and the municipalities, and stems from the need to adapt to a growing digital transformation context, in which data management, artificial intelligence, public applications, and interoperability acquire a central role in improving public service.
The Minister of Presidency and Human Resources, Miguel Ángel Jiménez, has underlined that this document “allows for jointly ordering and guiding the digitalization process on the Island, guaranteeing a more modern, efficient, and citizen-centered administration”.
The Electronic Administration Strategy is structured into six strategic axes and contemplates its development in three phases —initial, intermediate, and advanced— through a set of projects aimed at improving digital services, intelligent information management, interoperability between administrations, and the progressive implementation of advanced technological solutions, including artificial intelligence.
The document also incorporates a system of monitoring and evaluation indicators, and aligns with the Sustainable Development Goals (ODS), reinforcing the commitment to a more transparent, efficient, and public value-oriented administration.
The Electronic Administration Strategy has been prepared by the technical team of the Lab Innovación, Tecnología y Gestión Pública of the Universidad Autónoma de Madrid, led by J. Ignacio Criado, project director and professor in the Department of Political Science and International Relations.
In the words of Ignacio Criado, “the strategy is based on a prior analysis of the state of Electronic Administration in Lanzarote, which includes documentary review, institutional interviews, workshops, and the development of a SWOT diagnosis”. “This work,” he adds, “has made it possible to identify both consolidated advances and the main challenges, including the improvement of data management, organizational stability, staff training, system security, and the strengthening of institutional leadership in modernization”.
