Airlines celebrate EU's backing for charging for carry-on bags

The decision directly contradicts the measures of the Ministry of Consumption of Spain, which had imposed millionaire fines on several companies for this reason

Airlines have welcomed that the European Union allows them to charge an extra for trolley-type cabin baggage. This agreement is expected to be ratified this Monday, June 15, by the Conciliation Committee (composed of the European Parliament, the European Commission, and the Member States), as reported by the Association of Airlines (ALA) in a statement.

From the employers' association of the sector, they have specified that the proposed text confirms that the European institutions "have sided with the airlines, corroborating that it is perfectly legal to offer a cheaper fare to those passengers who only carry one piece of hand luggage". This position directly contradicts the measures of the Ministry of Consumer Affairs, which had imposed millionaire fines on several companies for this reason.

On the other hand, ALA points out that forcing the base price of the ticket to include a service that "not all passengers need", such as the trolley suitcase, is "contrary to Community legislation which establishes that any optional supplement must not be included in the initially offered fare, but rather the customer must choose it".

In this regard, they regret that this criterion "is likely to induce many consumers to end up paying for a service they do not need". The international association has considered it relevant to recall that "around 40% of passengers flying with the companies that have been fined do not carry a trolley-type hand luggage", as specified.
