The Canary Islands Department of Justice announces "improvements" in the face of the collapse of the Atlante judicial system

The Governing Council of the Superior Court of Justice of the Canary Islands (TSJC) lodged a complaint with the Government of the Canary Islands regarding the situation of "absolute paralysis" caused by a "new wave of incidents" in this computer system.

The Ministry of the Presidency, Public Administrations, Justice and Security has reported that a group of technological measures will be implemented to increase the capacity and improve the performance of the Atlante Judicial Management System.

Among these measures is the acquisition of new licenses that will allow for the expansion of available resources in the database and optimize its operation, according to a statement from this department.

The Governing Council of the Superior Court of Justice of the Canary Islands (TSJC) last week lodged a complaint with the Government of the Canary Islands regarding the situation of "absolute paralysis" caused by a "new wave of incidents" on the Atlante judicial management platform.

The Government indicates that once the incident was detected on July 8 in the Atlante system used by the judicial bodies of the province of Las Palmas, the Directorate General of Relations with the Administration of Justice and the Directorate General of Digital Transformation of Public Services "are working in a coordinated manner to identify the origin of the problem" and "apply the necessary solutions to recover the usual performance of the tool".

It clarifies that this incident exclusively affects the province of Las Palmas, while in the province of Santa Cruz de Tenerife the system is functioning normally.

Among the planned actions is the acquisition of new licenses that "will allow for the expansion" of available resources in the database and improve the system's operation.

In the meeting of the working group held between both general directorates responsible for the development and technical support of the system, it has been agreed to prioritize all available human and material resources to respond to the incident by adopting short- and medium-term measures, the statement adds.

The Directorate General of Relations with the Administration of Justice explains that the incident occurred on Wednesday, July 8, around 9:00 AM, when a generalized slowdown in the operation of the Atlante Judicial Management System was detected in the province of Las Palmas.

Despite this incident, the system has remained operational and there has been no total paralysis of the service, the statement adds.

 

"With lower performance than usual"

The Ministry adds that although it is functioning at a lower than usual performance, the slowness is not continuous, as the same workstation can function correctly at certain times and experience slowdowns at others.

This department states that statistical data relating to document signing corroborates that the Atlante Judicial Management System continues to function in Las Palmas, although not with the speed required by the service. 

Thus, on Wednesday, July 8, the day the incident was detected, 7,665 documents were signed; on Thursday the 9th, a total of 7,437; on Friday the 10th, 7,959; on Monday the 13th, another 7,064 documents; and yesterday, July 14, there were 10,790 signatures in the province.

All information is available on the Justice intranet, where users can consult the status of the incident and request in-person support at the judicial bodies in the province of Las Palmas.

In parallel, assistance and support have been provided to affected users, with special attention to on-call bodies and services, in order to guarantee the continuity of urgent judicial proceedings.

The Ministry adds that given the difficulties detected in the signing system, an alternative solution has been enabled and disseminated that allows document signing to continue. 

The corresponding instructions have been published on the intranet and have been communicated to the Presidency of the Superior Court of Justice of the Canary Islands, the Government Secretariat, trade union organizations, and the affected judicial bodies, the note adds.
