The Commission for Employment of the Local Administration of the Canary Islands Autonomous Community of the Canary Islands Institute of Public Administration (ICAP), under the Ministry of Public Administrations, Justice and Security, agreed in the session held on May 19 of the current year the distribution of Afedap funds (Training Agreement for Employment of Public Administrations) for training in the year 2020, destined to finance training plans for personnel of local entities. ICAP is allocated the amount of 111,902 euros, which represents 17.16% of the total credit allocated for the Autonomous Community of the Canary Islands
The ICAP Training Plan has as its main objective to offer training based on knowledge, aimed at facilitating the staff at the service of local entities the acquisition of skills and improvement of their abilities and competences for a quality provision of public services.
In this edition, number 42, there will be 1,880 places. All the activities included in it will be developed in the online mode and will be distributed among the areas of Transparency and Good Governance; Innovation in Public Management; Work organization and skills improvement; Information and communication technologies; Languages; Prevention of Occupational Risks and Occupational Health; Legal-administrative; European Union; Territorial Planning and Environment, and Equality Policies.
In addition, the Local Employment Training Commission held on July 8 approved the specific plan for local entities.
On the other hand, Fecam already has the Interadministrative Training Plan 2020, which has as its scope of application the public personnel of the Canary Islands local corporations (councils, associations, town councils, autonomous bodies and public companies dependent on these).
It includes 44 training actions to be carried out in 57 editions during 1,543 hours and are aimed at 3,390 people. This training offer seeks to achieve objectives such as improving the quality of services provided to citizens; Enhance the professional and personal qualification of personnel; Promote access to training for the largest number of people; Lead the modernization process of the Canary Islands Public Administrations with special emphasis on e-administration; Establish strategic lines for the exchange of knowledge and experiences among Canary Islands public employees, and promote the role of training as a strategic factor of the Canary Islands local entities.
Strategic Plan of Subsidies 2020-2022
On the other hand, the Minister of Public Administrations, Justice and Security, Julio Pérez, approved by Order No. 89 of June 12, 2020 the Strategic Plan of Subsidies 2020-2022 of the Canary Islands Institute of Public Administration (ICAP), which on July 6 was published in the Official Gazette of the Canary Islands (BOC). It is a planning instrument that allows, among other objectives, local entities to launch their actions in the field of training with charge to it.
Endowed with 540,208 euros transferred by the State to the Autonomous Community, it has two lines of action to which councils and municipalities can apply to develop the courses they have planned between this year and 2022, including the Interadministrative Training Plan 2020 of the Canary Islands Federation of Municipalities (Fecam).
Among the general objectives of the Strategic Plan of Subsidies is to comply with the legal mandate of Law 38/2003, of November 17, which obliges the bodies and entities dependent on Public Administrations to approve their corresponding Strategic Plan, prior to the granting of subsidies. It also seeks to specify the strategic planning of ICAP in the field of subsidies in a specific document that includes all the lines and programs of aid that ICAP manages in its different areas of action, and not only in the Strategic Plan of the entity as a whole.
It also seeks to detail, in a unified instrument, the programs, objectives and budgetary indicators of the ICAP's subsidizable activities, accounting for the costs of these activities, and promote the training actions to be carried out by local entities to comply with the Training Agreement for Employment of Public Administrations of March 9, 2018, and in execution of the Management Agreement of Training for Employment of the Local Administration of the Autonomous Community of the Canary Islands.
This plan is limited to the actions that are planned and developed during the period 2020-2022, without prejudice to their continuity in future plans.
It has, on the one hand, a line of action aimed at the training of public personnel of the Canary Islands local corporations. Its purpose is to subsidize the councils and town councils of the Autonomous Community of the Canary Islands for the training of their own personnel with the funds transferred so that with the material and personal means that they have, they undertake the training activities of the personnel within the framework of the Afedap.
The aim is to comply with the strategic objectives that make up the Strategic Plan of Subsidies, executing with the funds transferred by the State Administration, the training actions through the local entities of the Canary Islands, for which it has 347,248 euros, which are distributed among the different promoters in the local area by an agreement of the Commission of Training for Local Employment of the Autonomous Community of the Canary Islands for this line of action.
The other line of action is intended to subsidize the Fecam, the final destination being the training of public personnel of the town councils and councils through a grant nominated to the aforementioned body in the General Budgets of the Autonomous Community of the Canary Islands for each year. For this purpose, the Government of the Canary Islands contributes 192,960 euros.
The Fecam must submit a subsidy application through the Interadministrative Training Plan, which details the training activities to be carried out throughout each fiscal year and within the framework of the Afedap.
