The Competition and Sports Discipline Committee of the Canary Islands Football Federation has ruled this Monday on the administrative dispute between UD Los Llanos and Haría CF. The northern team claimed a possible improper alignment of the player Joshua in the first leg of the promotion play-off to the Third Division and filed a claim in this regard. The disciplinary body has ruled in favor of Haría CF, understanding that UD Los Llanos has committed a very serious offense of improper alignment. With this resolution, Haría CF wins the tie and is a new team in the Third Division.
In the first leg of the promotion play-off to the Third Division, held on May 28 at the Municipal Aceró, UD Los Llanos lined up the player Joshua. The player had been signed by the team from La Palma in May, when there were two matchdays left until the end of the competition in the play-off of the Regional Preferente of La Palma. The signed player replaced a long-term injured player, a circumstance that is allowed in the competition of the province of Tenerife.
Haría CF, understanding that UD Los Llanos had committed an alleged improper alignment, filed a claim with the Canary Islands Football Federation in due time and form, with the promotion to the Third Division being subject to the Canary Islands Football Federation.
The Competition and Sports Discipline Committee of the Canary Islands Football Federation, meeting on Monday, states that UD Los Llanos has been "responsible for a very serious offense of improper alignment of article 40.1 of the Disciplinary Regulations of the Canary Islands Football Federation".
The regulations of the Canary Islands Football Federation in its article 42.1 state that "clubs may request and obtain licenses for players in each season, the eligible period being between July 1 and May 16 of the current season, although the alignment of players in official competition will be subject to their federative registration before the fourth last matchday established in the competition calendar.
In addition, the FCF regulations establish in its article 42.4 that "the competition that was structured in two phases, the second of which may never be considered as another different competition". An article that makes it very clear that teams will not be able to line up players who were signed during the play-off of the competition.
The resolution of the Competition Committee of the Canary Islands Football Federation states that "Haría CF Rincón de Aganada is declared the winner of the tie corresponding to the autonomous phase of promotion to the Third National Division". In addition, the federative entity imposes a sanction "on UD Los Llanos of 230 euros".
UD Los Llanos now has ten days to appeal to the Appeals Committee of the Canary Islands Football Federation and present the arguments it deems necessary to change the sign of the sanction it has received this Monday. In addition, the Competition Committee still has to rule on the second leg of the tie, where Haría CF claimed the alleged improper alignment of the players Joshua and Ciro.
