Unidos por Lanzarote y La Graciosa demands explanations about the change of responsibilities of Ángel Vázquez and the agreements between Coalición Canaria and the Partido Popular: "Political pacts do not have to be paid for by the citizens of Lanzarote".
The party, chaired by Laureano Álvarez Delgado, publicly denounces what it considers a "maneuver of delay and blocking of public information" related to Ángel Vázquez's expenses during his time as CEO of the Centers of Art, Culture, and Tourism of Lanzarote (EPEL-CACT).
In the opinion of the party, Oswaldo Betancort, as president of the Cabildo and of EPEL-CACT itself, must respond politically for this situation and clarify whether the lack of delivery of documentation is favoring a possible cover-up of actions that should be subject to public control.
On September 21, 2026, Unidos por Lanzarote registered an official request for access to public information (2026-E-RC-15784), demanding the full breakdown and supporting documents for expenses for representation, corporate cards, allowances, maintenance, and travel incurred by Ángel Vázquez between September 1, 2023, and September 20, 2026.
However, the Cabildo's response was to claim that it did not have said information and to transfer the file to EPEL-CACT, arguing that it has its own legal personality.
Oswaldo Betancort cannot hide behind administrative transfers
For Unidos por Lanzarote, it is "especially questionable to invoke administrative separation between the Cabildo and the Tourist Centers when Oswaldo Betancort also holds the Presidency of EPEL-CACT".
The party considers that the president must explain why the documentation continues to be withheld and what actions he has ordered to guarantee its delivery.
"We are not asking for favors. We are demanding to know how public money has been spent. If everything is correctly justified, let the invoices, statements, and corresponding documents be provided," states Laureano Álvarez.
Unidos por Lanzarote warns that transfers between administrative bodies "cannot become a mechanism to unjustifiably prolong the deadlines for access to information."
They change Ángel Vázquez's responsibilities, but the accounts remain unclear
The formation considers "especially worrying that, while it continues to claim documentation on the expenses of Ángel Vázquez, his departure from the management of the Tourist Centers has occurred and his continuity in other public responsibilities".
This change "cannot serve to leave unanswered the questions about his previous management". Unidos por Lanzarote demands that the reasons for his new situation, the functions he performs, his dedication regime, and the public remuneration assigned to him be explained.
"Changing a political head of an area cannot mean turning the page on the accounts of his previous management. Responsibilities do not disappear with a change of position."
The agreements between Coalición Canaria and the Partido Popular do not have to be paid by the people of Lanzarote
Unidos por Lanzarote claims that Coalición Canaria and the Partido Popular publicly explain what political agreements have motivated Ángel Vázquez's continuity in institutional responsibilities and what economic cost it entails for the public coffers.
The formation questions whether these decisions "respond to real management needs or to political commitments between the parties that support the island government".
"Coalición Canaria and the Partido Popular are free to reach the political agreements they deem appropriate, but what they cannot expect is that the citizens of Lanzarote pay the consequences of these pacts without explanations, without transparency, and without knowing what work is done in exchange for public money."
Unidos por Lanzarote demands to know the effective functions of Ángel Vázquez and the administrative and economic justification of his current remuneration.
Legal warning regarding possible obstruction of transparency
The formation recalls that it has registered a Formal Reiteration of Information Request and Legal Warning, claiming the delivery of the requested documentation and the identification of the body responsible for processing and resolving the file.
Unidos por Lanzarote invokes the state Law 19/2013 and the Canary Law 12/2014 of Transparency and warns that, if unjustified denial, undue delay, or voluntary blocking of information is proven, it will demand the corresponding legal responsibilities.
The party does not rule out resorting to the relevant administrative, patrimonial, or accounting channels and, if sufficient indications of a presumably criminal act appear, bringing the facts to the attention of the judicial authority so that it may assess their possible fit within Article 404 of the Penal Code or other applicable precepts.
Betancort must explain what is happening with public funds
Unidos por Lanzarote believes that Oswaldo Betancort "must offer a clear explanation regarding the processing of the request, the pending documentation, and the decisions made concerning Ángel Vázquez".
The party demands to know what expenses were incurred, who authorized them, how they were justified, and what oversight mechanisms were applied. It also calls for clarification on whether the agreements between Coalición Canaria and the Partido Popular have influenced decisions regarding their current responsibilities and remuneration.
"We do not accept that citizens have to insist time and again to know how their money is being used. Transparency is a legal obligation, not a concession from those in power."
Unidos por Lanzarote y La Graciosa announces that it will continue to demand documentation and call for accountability for any proven non-compliance.
"The pacts between CC and the PP cannot be above transparency. The money belongs to the people of Lanzarote and the accounts must be public," it concludes.
