The Ministry of Public Works, Housing and Mobility of the Government of the Canary Islands, headed by Pablo Rodríguez, through the Canary Housing Institute (ICAVI), has initiated the procedure to award 42 publicly promoted protected housing units located in the Montaña Roja urbanization in Playa Blanca, in the municipality of Yaiza, the resolution of which was published this Friday in the Official Gazette of the Canary Islands (BOC).

The development, whose works have already been completed, will be allocated for general rental and will be incorporated into the public protected housing stock of ICAVI, after the transfer of its ownership by the Cabildo of Lanzarote. The homes have three bedrooms and a usable area of 90 square meters, in addition to a linked garage of 20 square meters each. Two of them are adapted for people with reduced mobility.

The action is part of the collaboration between the Government of the Canary Islands and the Cabildo of Lanzarote to increase the public housing supply on the island. Under the specific agreement signed by both administrations, the Cabildo has acquired the 42 homes with shared financing and, once the works are completed, has transferred their ownership to ICAVI, which assumes their award, management, conservation, and maintenance.

Distribution of housing by quotas

The development is distributed into seven quotas, in accordance with the provisions of Decree 23/2026, of March 9, which regulates the Public Registry of Applicants for Protected Housing in the Canary Islands and the award system for publicly promoted protected housing.

Specifically, two homes are reserved for people with reduced mobility or communication who need to permanently use a wheelchair or other technical support devices for ambulation; another two, for people with these limitations who do not require such permanent support; three, for victims of gender-based violence; eleven, for people up to 35 years of age; four, for people aged 65 or over; and one, for returning emigrants. The remaining 19 homes correspond to the general quota.

The homes will be awarded by lease agreement and must constitute the habitual and permanent residence of the awarded family or cohabitation units.

Requirements to participate

To apply for housing, it will be essential to be registered in the Public Registry of Applicants for Protected Housing of the Canary Islands as of the deadline for submitting applications, as well as to meet the general requirements established in Decree 23/2026 and, where applicable, the specific conditions of the chosen quota. Registration in the Registry does not guarantee allocation by itself.

Among the general requirements are being of legal age or legally emancipated; proving residence in the Canary Islands for at least 12 uninterrupted years or 15 years if interrupted; and residing or working uninterruptedly in the municipality of Yaiza for at least the five years prior to the publication of the procedure, with the exceptions provided for in the resolution. It will also be necessary to be in one of the housing needs situations contemplated in the regulations, meet the income and asset limits, and not incur in causes for exclusion from access to publicly promoted protected housing.

Regarding income, as these are general regime housing, the family or cohabitation unit must achieve minimum income between 1.50 and 2.50 times the annual IPREM referred to 14 payments, depending on the number of members. Generally, income may not exceed five times the IPREM, although the limit may reach six times in certain exceptional cases provided for in the regulations. To verify income and asset limits, fiscal year 2025 will be used as a reference.

The allocation will be carried out through the scoring system set out in annex II of Decree 23/2026, which will assess the social, economic, family, personal, and housing needs circumstances of the applicants. Likewise, the suitability of the housing to the composition of each family or cohabitation unit, the number of bedrooms, accessibility, and the specific needs of its members will be taken into account.

Submission of applications

Interested parties will have a deadline from October 26 to November 16, 2026 to submit their applications. The process will be available on the electronic headquarters of the Government of the Canary Islands, through the specific procedure enabled for this call: https://sede.gobiernodecanarias.org/sede/tramites/10175

The application must comply with the standardized model and may also be submitted through any of the means provided for in Article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
