Arrecife has become the first municipality in the Canary Islands to have approved a Prevention and Action Plan for Risks (PAMRIA). Recently, this document has been ratified by the Autonomous Community of the Canary Islands.
The mayor of Arrecife, Yonathan de León, presided over this Friday the coordination meeting so that all public workers with responsibility in different municipal areas are aware of this document, and the actions to be taken after its activation, in case of alerts or real risk situations.
In this meeting, the councilor for Security and Emergencies, Kevin Cortés, the deputy chief commissioner of the Local Police of Arrecife, José Antonio Lasso Tabares, and the technical coordinator of Civil Protection of Arrecife, and author of this PAMRIA, Marcos Antonio Rosario Galindo, also participated.
Mayor Yonathan de León highlighted that the coordination of municipal technicians is essential for the activation of the municipality's own resources and services to provide an effective response to flood emergencies.
The importance of this Plan, as highlighted this Friday by the technical coordinator of Civil Protection, "identifies, analyzes and evaluates areas prone to flooding, and their consequences can be minimized by establishing proactive and corrective measures to avoid them.
The PAMRIA establishes a hierarchical and functional structure of the municipality's means and resources in coordination with other administrations and public and private entities in Arrecife.
Actions in the face of the specific risk of floods
The municipal coordinator of Civil Protection detailed the list of sensitive points in the city that establish risk areas in a Geographic Information System (GIS)", which means that Arrecife has "two Areas of Significant Potential Flood Risk (ARPSIs)", according to studies prepared by the Insular Water Council. These areas are "the La Fuente ravine and the Argana Alta ravine". Likewise, this document delimits the areas according to possible intervention requirements, sectorizes the municipal term, in order to execute preventive measures.
The City Council, during this term, "has equipped itself with more resources for preventive action against floods caused by rain". Following the indications of this PAMRIA, the opening of drains with protective barriers is established to increase the drainage capacity of these enclaves located in areas sensitive to flooding. Also, the City Council, through the Department of Works, has a powerful investment plan underway to provide the city with new rainwater drainage networks in areas sensitive to floods caused by rain.
The mayor Yonathan de León has stressed, at the end of this coordination meeting, that this document must be updated periodically to incorporate risks from energy blackouts, such as those recorded a few weeks ago, and where in the risk map, energy zeros on the island were not contemplated.
Arrecife, as the capital of Lanzarote, and the nerve center of these sensitive facilities, both for energy generation and seawater desalination, must consider the risks of these provisions in its municipal risk plans for possible interventions.
