On October 30, 2005, a power outage occurred on the Island as a result of an incident at the Punta Grande Grupo Gas 1 Power Plant, and the unavailability of the Grupo Gas 2 of the aforementioned plant, due to a breakdown. The incident caused a total interruption of supply (electrical zero) that affected all users of Lanzarote. The power outage affected 64,525 customers for eleven minutes and 3,353 customers for three hours and sixteen minutes, which was the total time the incident lasted.

According to the Canary Islands Government, the company under investigation committed a "very serious" administrative infraction as defined in article 19. a). 3 of Law 11/1997, of December 2, regulating the Canary Islands Electricity Sector, according to which, "the interruption of the supply of electrical energy to important groups of users or the refusal to supply new users without justification or without complying with the legal requirements that justify it" is a very serious infraction.

In the present case, the interruption of the electrical supply that occurred on October 30, 2005 affected all users of Lanzarote (64,525 customers for 11 minutes and 3,353 customers for 3 hours and 16 minutes), without legal justification and, therefore, all the elements of the administrative type defined in article 19 of Law 11/1997, regulating the Canary Islands Electricity Sector, are present.
