The San Bartolomé City Council has sent the tender announcement for the new Home Help Service contract to the Official Journal of the European Union (OJEU), with a budget of 482,408.31 euros, including IGIC, and a deadline for submitting offers that will end on November 13, 2026.

This service is aimed at the elderly, people with disabilities, those in situations of dependency, or those who find it difficult to carry out daily activities without support. Its objective is to promote personal autonomy, improve well-being, and enable users to remain in their homes and maintain their family and social ties.

The mayor of San Bartolomé, Isidro Pérez, highlights the importance of guaranteeing the continuity of this municipal resource and points out that “caring for people who need support in their daily lives must be a priority in public services. With this tender, we continue to work to offer close, individualized care adapted to each person's circumstances, enabling them to continue living in their home with the greatest possible autonomy and well-being.”

Pérez also emphasizes that “behind this service are people and families who need accompaniment and support to face daily tasks. That is why it is essential to have qualified professionals and an organization that allows for adequate, respectful, and continuous care.”

The contract foresees 10,000 annual hours of direct care and an estimated 65 beneficiaries. To develop the service, the economic study includes a coordinator with 80% full-time dedication and a team of home help assistants equivalent to 5.73 full-time positions, in addition to the necessary staff to cover substitutions and ensure continuity of care.

The services will be adapted to the needs of each user and will include help with washing and personal hygiene, support with dressing and eating, mobility assistance, accompaniment to appointments and errands, basic domestic tasks, home maintenance, and personal and social support. The service will be supervised by the municipal Social Services.

The contract will have an initial duration of two years, with the possibility of two annual extensions, up to a maximum of four years. The service is scheduled to begin on February 1, 2027.

The investment planned for the first two years amounts to 482,408.31 euros. Of this amount, 355,627.76 euros are allocated to personnel costs, while the remainder will cover operating expenses, material resources, and other costs necessary for the provision of services.

Submission of bids until November 13

Companies interested in bidding for the contract may consult the tender documents and submit their bids through the Public Sector Procurement Platform, within the established deadline, which concludes on November 13, 2026.

With this tender, the San Bartolomé City Council is moving forward with the contracting of an essential social care service, aimed at responding to the needs of people requiring home assistance and providing support to both users and their families.
