The Socialist Party (PSOE) has achieved this Thursday the unanimous support of the Parliament of the Canary Islands for its initiative to seek a solution to the blockade affecting the reform, modernization, and expansion of the Nuestra Señora de los Volcanes Special Education Center, in Tahíche.
The Non-Law Proposition (PNL), defended in the parliamentary Education Commission by Marcos Bergaz, urges the Government of the Canary Islands, along with the affected administrations, Cabildo, and Teguise, to resolve the urban planning difficulties that prevent progress on the project and to resume its processing as soon as possible.
"This initiative does not seek to find culprits, but solutions," Bergaz stated during his speech, before recalling that it is the only special education center in Lanzarote and that it serves children and young people with special educational needs and, in many cases, also care and health needs. "It is only fair that it be improved for the students, families, and the entire educational community."
The project was blocked after the tender to contract the drafting of the project was rendered void due to difficulties related to the urban planning situation of the plot. The Government of the Canary Islands had initiated the procedure on March 4, included in the Strategic Plan for Educational Infrastructures 2024-2035, with an estimated investment of approximately 8.5 million euros.
The action plans to expand the built area to approximately 4,400 square meters and accommodate 100 school places. However, after doubts raised by one of the bidders about the urban planning situation of the plot, "which is outside of zoning regulations, meaning expansions would not be possible," the Ministry of Education abandoned the procedure in August 2026, a matter that the socialist group itself brought to public attention.
Bergaz pointed out that there is "an urban planning problem that needs to be resolved," but recalled that there are also legal and administrative instruments to make it possible. "Whether it is a modification of the General Plan, declaring the project of insular interest, segregating the plot, or any other measure, what those affected are demanding is that it be resolved once and for all."
The approved initiative proposes to coordinate the three administrations, adopt the legal and urban planning solution that allows the action to be viable more quickly, and resume the reform and expansion project.
Likewise, it calls for anticipating funding in the Canary Islands Budgets and adopting provisional measures to meet the center's needs in the meantime, "in agreement with the educational community," he appealed during his speech.
The socialist deputy recalled the concern expressed by families and argued that "it is not about determining who has more responsibility, but about all administrations pulling together to unblock such a necessary social investment."
Bergaz valued the unanimous support reached in Parliament, but warned that the agreement is only a first step: "Now it is up to Education, Cabildo, and Teguise to get to work so that this agreement does not remain a dead letter."
