Starting January 2, 2026, the General Directorate of Traffic (DGT) has announced that the new regulations for people using Personal Mobility Vehicles (VMP), such as the famous electric scooters, will come into effect
Users will have to comply with these new obligations to be able to legally drive on public roads and avoid accidents with vehicles and pedestrians.
The main measures include the requirement to have civil liability insurance to cover potential damages to third parties in case of an accident or incident on the road.
Likewise, the use of a helmet and a reflective vest will be mandatory so that users are visible. The use of this type of vehicle will be for a single person, that is, for one person only.
Regarding speed, it will not be possible to exceed 25 kilometers per hour, at the same time that they will have to respect the speed limits on the roads they travel. Just like car, truck, or motorcycle drivers, the new regulation will prohibit the use of headphones or mobile phones while driving
On the other hand, users of these vehicles will have to register and identify them. They will have to register the vehicle with the DGT, an essential procedure to be able to drive legally and avoid fines.
They will also have to obtain a circulation certificate that certifies that the vehicle meets the required technical characteristics. Finally, it will be mandatory to place an identifying sticker or plate, visible and directly linked to the registration, to improve traceability and facilitate the work of security forces.
Fines for electric scooter violations
The DGT states on its website that infractions for riding an electric scooter under the influence of alcohol and other drugs can result in a fine between 500 and 1,000 euros depending on the alcohol level, or 1,000 euros if it involves drugs. If a positive test is returned, the vehicle will also be immobilized, just as with any other vehicle.
For using a mobile phone while riding a scooter or any other communication device, the fine will be 200 euros.
Finally, for those wearing headphones, riding at night without lights or reflective clothing, or if a helmet is not worn, if the municipal ordinance contemplates this measure as mandatory, the fine will be 200 euros
