A forceful report from Intervención de Arrecife rejects the payment of 2.9 million in invoices

The Intervention of the Arrecife City Council has issued a strong report against the out-of-court recognition of debt that intended to cover invoices worth more than 2.9 million euros from municipal coffers. This recognition was brought to the plenary by the Government Group, composed of the PP and CC, but the session ended up being suspended for other reasons and the measure was left on the table.

In its objection, Intervention warns that the council did not process the appropriate withholding and expenditure proposal and omitted the procedure established by the regulations. Furthermore, it points out the lack of rigor in executing municipal expenses and states that this modus operandi "does not allow for prior control" of auditing on the origin of expenses and also prevents checking if there is "adequate and sufficient" credit to pay these invoices.

As Intervention already warned in other previous objections, it reiterates to the Government Group that it should "cease this course of action."

At the same time, it points out that two of the invoices included in the out-of-court agreement were already the subject of an objection report by the previous municipal Intervention officer. Thus, it also indicates that some of the services that were intended to be paid in this out-of-court recognition should have been put out to tender for "exceeding 15,000 euros annually" in lighting and sound invoices.

To this, it adds that the document reveals that the temporal imputation of the invoices in the file do not entirely belong to the current budgetary year. Intervention points out "a departure from the reality of the budgetary result," not only of the current year but also of previous years in which some of the invoices should have actually been collected.

Finally, Intervention also points out that the out-of-court recognition of these invoices worth more than 2.9 million euros does not have a technical report, nor a memorandum, nor a legal report.
