The Insular Union of CCOO of Lanzarote and the Legal Representation of the Workers (RLPT) of URBASER, S.A. in the Selective Collection Service of Lanzarote, have formally registered the call for a legal strike with the Directorate General of Labor of the Government of the Canary Islands. This decision is adopted after the unanimous agreement of the workers' assembly, and in the face of a lack of progress in collective bargaining and the repeated breach of labor and risk prevention rights.
The strike, of an indefinite nature, will begin on October 13, 2026, at 00:01 hours and will affect all personnel providing services at the Selective Collection workplace in Lanzarote. The call has been registered and the strike committee is chaired by Echedey Hernández Martín, with the advice of CCOO.
The call is based on a long list of demands that the company has systematically ignored. Among them, the following stand out:
Occupational risk prevention: Lack of adaptation and maintenance of vehicles and work tools, a situation that puts the safety of the staff at risk. Likewise, the mandatory ergonomic studies or the metabolic consumption study have not been carried out or updated.
Holiday bonus (art. 20 of the Agreement): Unequal application of the bonus, leaving workers who do provide services on holidays without compensation. Regularization and payment of amounts from the last year are demanded.
Rest periods between shifts: Breach of minimum rest periods, with schedules and shifts that prevent the effective and independent enjoyment of weekly rest and rest between shifts, an added risk for those driving heavy goods vehicles.
Work clothing (art. 27): Breach in the delivery, replacement, and availability of work clothing under the terms of the agreement.
Medical examinations: Carried out outside of ordinary working hours without subsequent recovery or compensation for the time spent.
Night shift bonus (art. 16): Non-payment of night hours effectively worked and registered. Retroactive payment for the last year is claimed.
Working day (art. 22): Rejection of any worsening or elimination of conditions currently recognized in the Collective Agreement.
Collective bargaining and salaries: Blockage of negotiations to update salary conditions, frozen since December 31, 2024.
CCOO demands that the Cabildo act
The union representation recalls that the Cabildo de Lanzarote, as the administration in charge of the service, has the responsibility to guarantee that the awarded company complies with labor legality. “It is not understandable that the Cabildo expresses respect for labor rights while allowing URBASER to violate rest periods, risk prevention, and the collective agreement,” they state from CCOO.
Likewise, it is criticized that, despite being aware of the deficiencies, the Cabildo has not required the company to immediately adapt schedules and rosters to legality, since the workers are not having the 2 weekly days off that correspond to them as workers.
Call to negotiation
Despite the call, the strike committee and CCOO maintain their willingness to negotiate with URBASER's management to reach agreements that avoid the strike. “The situation is now on the company's and the Cabildo's roof. They have it in their hands to sit down and negotiate and comply with the staff's rights, or otherwise there will be a period of indefinite strike until the situation is resolved,” they conclude.
