The file for the establishment of the public service of the Tías Leisure and Sports Center has been finalized by the City Council, which houses the municipal swimming pool. In the plenary session of last Monday, July 3, this file was approved in an extraordinary plenary session, so only its submission to the National Evaluation Office (ONE) and its mandatory report remain to put it out to public tender.
The government group, formed by the Spanish Socialist Workers' Party (PSOE) and Unidas Sí Podemos (USP), approved the project and the file that determines the specific form of service management, which will be indirect. The documentation will be sent to the ONE and as soon as it issues the mandatory report, the City Council will be able to publish the public tender.
As will be recalled, at the end of April, the justification report for the provision of the service of the Municipal Leisure and Sports Center was approved in a plenary session, a report that remained in public information for 30 days and that establishes the "service concession" as a form of public-private collaboration for the development and management of sports infrastructures.
The management of the service will therefore be "indirect", and will be carried out through "a concession at the risk and venture of the concessionaire and with transfer of operational risk", the City Council states, given that most of the income will be received from the exploitation of the center's uses. The facilities have an indoor swimming pool, multipurpose rooms attached to the swimming pool for directed activities, a cafeteria and a paddle tennis court, it adds.
The function of the ONE is related to the efficiency of public spending as an indispensable element to strengthen economic growth to the extent that it allows relating the level of spending with the results obtained and evaluating whether public resources are managed in the best possible way to provide quality public services that are proportionate to their cost.
