An investigation by the Civil Guard's Internal Affairs uncovered the allegedly irregular awarding of contracts for the reconditioning of barracks to the companies of Ángel Ramón de León Tejera, a businessman linked to the Mediator Case and a friend of retired Civil Guard General Francisco Espinosa, the only person under investigation in provisional prison so far for the extortion plot in the Canary Islands.
This is reflected in an order from the Court of Instruction number 2 of Ávila, which La Provincia has had access to, in which Internal Affairs denounced "the possible illicit action of the then head of the Civil Guard Command in Ávila", and in which it was pointed out that the works would have "enormously increased the billing and income of said companies" of Tejera, despite the fact that in some cases the works had not even been carried out at the time of payment.
It was precisely as a result of what happened in the Ávila command that the Civil Guard's internal services agency began to investigate the case. In its report, summarized in the aforementioned order, it was pointed out that, between the second half of 2016 and the beginning of 2017, the two companies of Ramón Tejera de Léon, alias "Mon" in the investigation of the Mediator Case, had obtained the awarding of several reconditioning contracts in the barracks of the province of Ávila".
From that thread, Internal Affairs discovered that 13 commands spread throughout Spain would have contracted with the two aforementioned companies, based in the islands, "painting and waterproofing works on dates close to those indicated above", that is, at the end of 2016 and the beginning of 2017, "despite the fact that the usual thing was that this type of work was being carried out by local companies".
