The development of human capital, along with the attraction, training, and retention of talent, constitutes one of the priority axes of the 2026 Action Program of the Canary Agency for Research, Innovation and Information Society (ACIISI), a management center attached to the Ministry of Universities, Science, Innovation and Culture of the Government of the Canary Islands. To promote this area, the Government of the Canary Islands is allocating 11,511,120 euros to actions aimed at strengthening the research and innovation capabilities of the Archipelago.
The investment includes different programs aimed at training, incorporating, and consolidating qualified professionals, both in the public research system and in the business sector, with the aim of strengthening the capabilities of the Canary Islands and promoting the generation and transfer of knowledge.
This budget combines own resources from the Government of the Canary Islands with funds from the European Union and the General State Administration, through instruments such as the European Regional Development Fund (ERDF) and the European Social Fund (ESF).
Training, incorporation, and retention of talent
Among the main actions is support for the training of research personnel, with special attention to calls for pre-doctoral contracts developed in collaboration with the public universities of the Canary Islands ULL and ULPGC, and other research organizations such as CSIC and FCIISC.
Added to these measures is Diginnova, a program aimed at facilitating the incorporation of young people with specialized training into companies and entities, promoting the acquisition of professional experience and the application of their knowledge in projects related to innovation and digital transformation.
The Program also includes actions aimed at incorporating qualified professionals into the productive sector, through support lines for the hiring of personnel with profiles related to R&D&I. These initiatives contribute to bringing talent closer to the business sector and strengthening the capacity of Canary Islands companies to develop innovative projects.
The set of these measures seeks to advance towards a knowledge ecosystem capable of generating new professional opportunities, strengthening research, and improving business competitiveness, while promoting the permanence and return of scientific and technological talent to the Islands.
An investment that is part of a broader strategy
Investment in human capital is integrated into an Action Plan that also includes specific lines of support for basic and applied research, promotion of business innovation, and deployment of the Information Society.
The document also includes the different actions and European and international projects in which ACIISI participates, including those developed within the framework of the Interreg MAC 2021-2027 program.
The 2026 Action Program is available for public consultation on the ACIISI website, where the details of the actions and items planned for this year can be consulted.
