The PSOE of Lanzarote has denounced the “institutional ridicule” staged by the Oswaldo Betancort Government with the Land Management Plan (PORN) of Los Volcanes Natural Park, after the Cabildo had to annul this Friday the announcement of its final approval published just two days earlier in the Official Gazette of the Province because the document was incomplete.
The reason for Oswaldo Betancort's new administrative stumble is that the Cabildo forgot to include the annex corresponding to the legislation in the publication, forcing them to nullify the announcement they had publicly presented as the definitive culmination of the process.
The spokesperson for the Socialist Group in the Cabildo, Ariagona González, considers that what happened “perfectly summarizes a way of governing based on announcing rather than managing”.
“One more step towards nowhere in the mandate of announcements. Until now they were not fulfilling them; now they are directly annulling them.
For González, this episode “cannot be dismissed as a simple typo,” because it affects one of the main land management instruments of a protected area in Lanzarote and comes after months in which the CC and PP Government has repeatedly presented its approval as one of the major milestones of its mandate.
“We are talking about a document that manages more than 10,000 hectares of one of the most sensitive natural areas in Lanzarote. It is a territorial management instrument that requires the utmost legal, technical, and administrative rigor. That after months of processing they have had to annul their own publication because they left out part of the document shows a lack of rigor unbecoming of an institution like the Cabildo and portrays the management disaster that characterizes this Government,” states the socialist spokesperson.
The PSOE had already warned of the document's weaknesses
González also recalls that the Socialist Group voted against the PORN last July and warned at the time of the legal and environmental weaknesses that, in their opinion, the document presented, especially for not adequately addressing the carrying capacity of the Natural Park and transferring relevant decisions on limits of use, trails, parking, and infrastructure to the future Use and Management Plan.
“We warned that haste, arrogance, and the refusal to listen could end up compromising a document that should have been made with all the guarantees. Two months later, the first thing they do after announcing its entry into force with great fanfare is to annul their own publication. Lanzarote once again pays the consequences of a management that confuses propaganda with results,” maintains González.
“We have spent more than three years hearing that everything is about to begin, to be resolved, or to become historic. But Lanzarote needs much more than headlines. It needs things to happen,” points out González.
