The PSOE of Lanzarote, through its councilor Benjamín Perdomo, has criticized the statements by Oswaldo Betancort, after the president of the Cabildo released a certificate from the Water Consortium that "does not respond to the fundamental issues raised by the Socialist Party regarding the assignment of the integral water cycle contract".
Perdomo explained that the document provided by Betancort corresponds to an agreement from the Consortium Assembly held on October 6, 2025, in which a series of minimum terms were approved, without the support of socialist representatives, for the Consortium to authorize an eventual transfer. However, "that agreement does not prove or explain the actual legal terms under which the concession transfer will take place."
The PSOE recalls that on January 20, the Government of the Autonomous Community of Madrid officially reported that Canal Isabel II has concluded the tender to determine the company to which it will transfer the concession contract for the management of the integral water cycle in Lanzarote, with the final approval by the contracting authority and, where applicable, the formalization of the transfer in a public deed pending.
Faced with this situation, Perdomo has emphasized that the president of the Cabildo "must report to the Water Consortium on any agreements that may have been reached with the current concession holder regarding said transfer, something that has not happened." "The document provided by Oswaldo Betancort is a framework agreement of intentions, but to this day the actual terms under which the transfer will take place are completely unknown," he stated.
The PSOE considers that "this absence of information is extremely worrying, as it is not known whether the agreement contemplates any readjustment of the public price of water, nor whether the terms of the transfer could be considered a substantial modification of the concession contract, which could lead to challenges by third parties and new legal and economic risks for Lanzarote".
In addition, the Socialist Party recalls that "the information known through the Assembly of Madrid, obtained through the coordination of the PSOE, confirms that the transfer does not put an end to the lawsuits or the economic claims opened by Canal, a fact of enormous legal and economic relevance that is not included in the documentation presented nor was it communicated to the Assembly of the Water Consortium.""Presenting an administrative certificate now that does not fall under any of these headings is an attempt to confuse and avoid giving explanations about a management that remains non-transparent," Perdomo stated."Water is an essential service. It cannot be managed with silence or disconnected documents. The Consortium has the right to know what is being agreed upon, how, and with what risks for Lanzarote," he concluded
