Noda denounces Betancort's lack of transparency in the transfer of the water contract in Lanzarote

The mayor of Yaiza demands an extraordinary and urgent assembly of the Water Consortium and immediate access to all documentation of the process

The mayor of the Yaiza City Council and councilor of the Mixed Group in the Insular Council of Lanzarote, Óscar Noda, requests "the celebration of an Extraordinary and Urgent Assembly of the Water Consortium of Lanzarote so that the president, Oswaldo Betancort, provides information on the agreements that may have been reached and on the definitive terms under which the assignment of the concession contract for the integral water cycle by its current holder is intended to be authorized".Furthermore, Noda, requests the "immediate access and transfer of all documentation held by the Consortium relating to this assignment process, including communications, highlighting once again the occultist and opaque methods of Oswaldo Betancort. Because in the same week that he has left barely twenty-four hours for the opposition to study and prepare amendments to the almost two thousand pages of the Cabildo's budget project, Betancort's anti-democratic obscurantism is added to the water problem. On January 20, the Government of the Community of Madrid officially informed, through a plenary appearance of the Assembly of the Community of Madrid, that Canal Isabel II had finalized the tender to choose the company to which it will assign the concession contract by which it manages the integral water cycle in Lanzarote, awaiting the final approval of the contracting body and the formalization, if applicable, in a public deed. Nearly a month after the aforementioned announcement in Madrid, Oswaldo Betancort has considered it unnecessary to inform his citizens about the contract. Since the beginning of this procedure, there has been no concrete information about the final and effective terms on which this assignment is intended to be completed".

“The totally unjustified lack of information and transparency from Oswaldo Betancort, which is habitual in his way of misgoverning,” Noda continues, “is especially serious because it is completely unknown whether the planned agreement incorporates modifications relating to the price of water or the agreed conditions that could entail a substantial modification of the concession contract, with the consequent growing risk of challenges from interested third parties who are treated with legitimate interest”.

“Betancort continues to treat the main interests of the people of Lanzarote like a toy in his hands. It is regrettable that we obtain more information from Madrid than from the silenced president of the councilors and council members. We have learned, from statements made by Canal de Isabel II in the document disseminated by the Government of the Community of Madrid, that there will be no renunciation or withdrawal of the judicial proceedings initiated against the Lanzarote Water Consortium. Oswaldo Betancort's disrespectful silence towards his citizens is becoming unbearable. I consider the refusal to associate the possible authorization of the assignment of the concession with the withdrawal of the judicial proceedings filed by Canal Gestión Lanzarote to be a serious imprudence”.

For all of this, “for it to take effect and acquire effectiveness, the intended assignment necessarily requires the express authorization of the Lanzarote Water Consortium, which is why I request the holding of an Extraordinary and Urgent Assembly of the Lanzarote Water Consortium so that Oswaldo Betancort can inform about the procedure”.
