The Cabildo of Lanzarote, through the Area of Social Welfare and Inclusion, informs about the issuance of vulnerability certificates within the framework of the extraordinary regularization process for foreign nationals regulated by Royal Decree 316/2026, of April 14. This certificate constitutes one of the requirements for certain profiles within the procedure, and must be accredited by public social services or authorized collaborating entities.
The president of the Cabildo, Oswaldo Betancort, points out that this procedure "requires clear organization between administrations to guarantee that the applications are processed with homogeneous criteria and without generating situations of saturation in public services, responding to a social reality that needs defined and operational channels".
For their part, the Minister of Social Welfare and Inclusion, Marci Acuña, explains that “the specialized services of the Cabildo intervene in those cases that cannot be attended to from the municipal sphere, thus guaranteeing a response adapted to each situation”.
Issuance of the vulnerability certificate
The Cabildo of Lanzarote, through its specialized social services, will attend to specific cases. Women who have been attended to at the Information and Attention Service for Women (SIAM) must request an appointment by going to the Area of Social Welfare and Inclusion. For their part, users of the Arrecife social dining hall, shelters, entities such as Flora Acoge, or those who are not registered in any municipality on the island must request a telephone appointment at 928 81 01 00 (extensions 3545 and 3416), and will be attended to at the La Paciencia Office through the Specialized Service for Social Inclusion and Intervention. Likewise, the certificate may be issued by entities registered in the Registry of Foreigners Collaborators, such as Fedemilanz and Acciones Unidas.
This certificate will only be necessary for adult individuals in an irregular administrative situation who do not form a cohabitation unit, who have not applied for international protection, and who have a work contract, job offer, or commitment of hiring from a company.

The application submission period will remain open until June 30 and can be done electronically with a digital certificate or in person by appointment at Correos offices, through the phone number 060.
