The president of the Cabildo of Lanzarote and La Graciosa, Oswaldo Betancort (CC), has urged the Popular Party to adopt the appropriate measures regarding its representative at the head of the Centers for Art, Culture and Tourism (CACT), Ángel Vázquez, after learning of the legal report requested from the secretary of the Board of Directors of the public entity, which warns of the voidability of the hiring procedure in which a son of the CEO was selected.

The report, requested by the Presidency of the Cabildo to clarify the circumstances surrounding this procedure, states: "The CEO should have recused himself at the time the provisional list of admitted candidates was published, on which his son appears, that is, on July 14, 2025, as he was subject to a cause for abstention because a direct relative, his son, participated in the selection process, and the situation established in article 23 of Law 40/2015 occurred. He should have informed the President of the entity that he was subject to a cause for abstention due to family reasons."

The report establishes as a possible solution: "Declare the selection process voidable, roll back the procedure to the point where the CEO should have recused himself, validate all acts and actions of the Tribunal if it is proven that they are documented in minutes or other records (...)", since nullity must be applied in specific and exceptional cases.

Likewise, the voidability of the procedure would not affect the workers who participated in that procedure, with the report stating: "In order not to prejudice the rights of third parties in good faith, such as all those applicants who have passed the selection process (...) who are already contractually linked to the entity and are registered with Social Security, once the tests are validated, the selection procedure must be rolled back to the moment when the selection Tribunal proposes the list of applicants who pass the selection process and with whom it is possible to enter into a work contract." In this regard, the report indicates that "The CEO must refrain from signing any document related to or connected with the selection process."

Since the facts became publicly known, the island president has promoted the necessary actions to gather administrative documentation and submit the procedure to the corresponding legal analysis, with the aim of having an objective and well-founded assessment before making any decision.

Betancort calls on the Popular Party to take measures in the name of exemplary conduct and political responsibility.

In view of the report's conclusions, Betancort considers that it is up to the Popular Party, as the political party to which the CEO of the CACT belongs and a partner in the insular government, to assess the situation and assume any political responsibilities that may arise.

The president of the Cabildo insists that the management of public resources and entities dependent on the insular Corporation must be governed by the principles of legality, transparency, and institutional exemplary conduct.

He also recalls that the obligation to guarantee compliance with these principles is above any partisan consideration and constitutes a shared responsibility of all the parties participating in the government's actions.

Betancort reiterates his commitment to institutional rigor and to clarifying any circumstances that may raise doubts about the functioning of public administration.

In this regard, he emphasizes that the Cabildo of Lanzarote will continue to act with respect for legal procedures and the guarantees corresponding to all involved persons, without renouncing the demand for responsibility and exemplary conduct in the exercise of public functions.
