The Councilor for Housing of the Arrecife City Council, Rosmen Quevedo, reports that the Regulatory Bases for direct grant economic aid in housing matters have been definitively approved, a measure aimed at reinforcing access to decent housing, improving the habitability of homes, and addressing residential emergency situations in the municipality.
The document, which has now become definitive after no objections were filed during the public exhibition period, regulates two clearly differentiated lines of subsidy. On the one hand, aid for the rehabilitation of habitual residence, aimed at structural, functional, habitability, and accessibility improvement actions. On the other hand, aid for rent due to eviction, intended for families who are forced to leave their habitual residence as a consequence of a municipal eviction order or an extraordinary or emergency situation.
The Councilor for Housing, Rosmen Quevedo, has emphasized that these bases allow for a more agile and effective response to one of the main concerns of the citizenry. “With this aid, we want to be by the side of the families of Arrecife, especially those going through greater economic difficulties or facing an unforeseen situation that puts their residential stability at risk,” he stated. “We are talking about measures that improve quality of life, help maintain homes in better condition, and offer a temporary solution to those who, through no fault of their own, need support to help face the cost of temporary alternative accommodation or housing,” he adds.
In the case of aid for the rehabilitation of habitual residence, the bases establish that it may be used for works that guarantee structural safety, watertightness, insulation, adaptation of basic services, and improvement of minimum habitability conditions. Adaptation actions for people with reduced mobility or personal autonomy limitations may also be subsidized, as well as the technical costs necessary for the preparation of reports, projects, or essential documentation to carry out the work. The maximum amount set for this line is 2,998 euros per file.
These grants are aimed at individuals residing in the municipality who meet the requirements established in the regulations, including the accreditation of social need, the minimum length of registration in the census at the address for which aid is requested, ownership or sufficient legal standing regarding the property, and the absence of sufficient economic resources to cover the works. The granting will be processed under a direct grant regime, with the participation of the technical and social services of the Housing department, which will issue the necessary reports to evaluate each application.
The rent subsidies due to eviction are aimed at individuals who have suffered the unforeseen loss of their habitual residence within the municipal area of Arrecife due to a municipal eviction order, or due to situations of risk, emergency, or catastrophic nature. In these cases, the subsidy aims to alleviate, in whole or in part, the rental expenses for an alternative dwelling for a temporary period, with aid that may reach 600 euros per month, and up to 800 euros per month in the case provided for in the regulations for certain family units, without in any case exceeding the actual amount of the rent. The aid will be paid quarterly and in advance, and may be extended for a maximum of twelve months.
Rosmen Quevedo has insisted that the department's objective is to "offer useful, realistic, and close responses to the situation of each family." "We know that housing is one of the major social challenges in Arrecife, and that is why we have worked on clear, fair regulations designed to ensure that aid reaches those who truly need it. We want no one to be left behind because they cannot afford necessary works or because they suddenly find themselves without a roof to return to," stated the councilor.
The regulatory bases also detail the necessary documentation, the application procedure, the evaluation criteria, the justification deadlines, and the obligations of the beneficiaries. In the case of rehabilitation, the work must comply with the technical report issued by the City Council and be justified by invoices and proof of payment, in addition to a final inspection by municipal technicians. In the case of rent due to eviction, the aid must be accredited with the corresponding documentation and with verification of compliance with the established conditions.
The Arrecife City Council has already published these bases in the Official Gazette of the Province of Las Palmas and on the municipal notice board, so that they come into effect and the corresponding calls can be activated. From the Housing Department, interested persons are encouraged to consult the requirements and prepare the necessary documentation to apply for these grants as soon as the application period opens.
